Is No Surrender a throw away PPV?

TNA is hyping Bound For Glory (their October PPV) as their biggest Pay Per View of all time. They are looking to make it their WrestleMania. They've announced that all the titles will be defended and that all the major stars will appear. They've even set up the main event of Sting challenging Jarrett for the title (even though Joe should be getting the title). While all of this is going on, TNA has another PPV coming up in a few weeks called No Surrender. Since the company is building up towards BFG, and since you'll have to wait until then to see all the big blow offs, then does anyone else think No Surrender will just be a throw away PPV? I'm sure they'll have the usual TNA PPV quality matches, but for the most part nothing major is going to happen, I don't think.
