Strategies to curb water use and emissions

Perhaps this is a bigger thing in Australia than it is in the States and elsewhere. We're in a drought, as per usual, and as such people do stuff to save water. We've done all the standard stuff like fixing water restricters to our shower, not watering lawns, washing the car with a bucket and sponge instead of a hose. Alongside that, we do our own stuff. I could drive to uni, but instead I catch a train and bus. My mum catches a bus into town when she needs to go there. We have a bucket in the shower to catch some water instead of letting it all go down the drain. Underneath our hot water heater is an excess pipe, and I have a bottle that collects this water to water the gardens with. Anyone else do anything like this?

Thank God I live in America

Anyways no It isn't really common in America... In California we have more power shortages and blackouts than droughts :-/

Don't people take it upon themselves to say "Gee whilikers! I should use less power somehow!"?

You should have seen it in Queens (New York, that is) last Summer. There was a blackout for an entire week, because of the heat. A lot of times, it's not because of more power being used, but the fact that a gained amount of electricity (from neseceties like Air Conditioners, etc.) mixes with the heat, and it burns out the circut. Most do everything they can to conserve electric, but the hot New York/New Jersey summers don't do much justice.

As for your question, the last drought we had was back in 2000 due to the heat. Nobody really did, or even suggested the stuff you said, but a lot of things, including stopping the watering of lawns, shutting hoses off, regulating shower water, and cutting down on water overall, usually worked.
