Government Type: Oligarchical personal union between dozens of emirates
Current Ruler: Sultan Ahmed el-Awzal (powers completely reliant upon those provided by Council of Emir)
Capital(s): Tunis; Algiers, Tripoli, Bal'harm
Religion: Sunni Islam; Arianism; Catholicism
Language: Arabic; local languages
Currency: Dinar
Military Strength: Nothing resembling a unified 'standing army'; emirates posses forces of varying size and skill (which are pooled from in times of war); heavy reliance on mercenary unites (not an issue due to rich emirates); very prominent and skilled naval forces (owned by individual emirates, but operate as a general whole)
Strengths:
 Liberal society where Emir promote cultural, economic and social growth and development
 Rich trade routes throughout the Mediterranean; defended by strong navy
 Almost wholly neutral to the world; no great enemies, or friends
 Relative political stability due to individual emirates ruling over very different peoples, Sultan, figuratively, keeps Confederacy 'together'

Weaknesses:
 Dinar not completely adopted by all emirates; smaller, more isolated, emirates use local currencies
 Frowned upon by neighbors for scarce piety and focus on commerce
 Reliance upon mercenaries for overseas expeditions
 Social tolerance leads to public disputes between religious groups
