But I wouldn't describe Goku as very characterful. He's incredibly bland and one-dimensional. So yeah I agree with that sentiment.
(That being said I do see your point. I should have rephrased my statement too; "Kotaro and Mei Sakura are not very characterful,". Is that perhaps better?)

Part of her felt insulted by that, it was actually quite painful, but she didn’t have time to dwell on it.
What do I say? What do I say? If I say yes what will he do? What will he do?
Indecision paralyzed her even as Kotaro seemed to settle down a bit, his face still glowing crimson, but his expression now softening into one of anxiety rather than shock. In fact, if Mei had had the time to look more closely, she might even have thought that he looked a bit…confused.
Argh, I don’t have time to waste on this! Just say something. Mouth don’t fail me now!
Her courage finally failed her. She’d been uncharacteristically forward with him the whole day so far and now, confronted with this situation, she finally couldn’t take it anymore and simply blurted out the first convenient lie she could conjure.
“As practice! I want to ask you out on a date as practice for when I ask out this, uh, guy I got a crush on in my class,” She breathed heavily, the words seemingly taking a physical toll on her, as she pointedly looked away from Kotaro hoping he couldn’t tell how obvious her lie was. A ‘guy’ in her class? She was in an all-girls classroom so how could that even be possible?
Stupid, that’s so stupid, there’s no way he’d be dumb enough to buy something like that-
“Well why didn’t ya say so! Heck, ya nearly scared me half ta death,”
Apparently I shouldn’t underestimate his stupidity.
“Gee,” Kotaro sighed, slumping back down onto the bench next to her; his shoulders slouched, as the red gradually drained from his face. Judging by his breathing the words seemed to have taken a physical toll on him as well.
“S-sorry, I guess I should have lead with that, huh?” She felt incredibly small all of sudden, similar to how she’d felt the first time he’d beaten her. It felt like she was drenched in cold water again. She hated water.
“Ya think?” He spat it quite quickly and clearly regretted the vehemence with which he said it the moment it left his mouth.
“I mean, no offense, but ya got ta be more careful how ya talk ta people nee-chan, they might just get the wrong…” his words trailed off as he just gave a resigned sort of shrug.
“Ya know?” It sounded like there were two questions in there.
No, not really, what were you getting at?
“Yeah, I totally understand,” she said politely and properly. The way she’d been brought up to.
A silence lingered between the two giving each one time to stop blushing, before Mei stood up abruptly.
No need to waste any more time here then I already have.
For some reason she really just didn’t want to be in public right now. She wanted to be somewhere alone, somewhere she could try to figure out what it was that was troubling her so much. Even though, she supposed, her question had been a spontaneous impulse she couldn’t help but feel like there was something twisting inside her heart right now.
I hate festivals.
“Thank you very much for your time Kotaro-kun, I’ll be going then,” she gave a neat bow, keeping her smile friendly but not too friendly, as she prepared to go back to her dormitory and hide in it till the festival had blown over.
“Hold on, where do ya think yer goin’?”
The question, as well as the smirk it was said with, caught her off guard and she responded with a gaping mouth.
“I ain’t not gonna help, nee-chan. You just did me a solid so; it’s only fair, that I do you one, eh. If ya need ta practice asking this guy out then…I guess, I can, help,” the longer he talked the more awkward he became; beginning with a brash smile and ending with an abashed look and a small blush tinging his cheeks again. It was remarkably cute.
“Y-you…want to help, me?”
Mei noticed the difference the moment he looked at her. The confidence was gone or, at least, overwhelmed by hesitance. It was not an expression she’d often seen on him. He looked vulnerable, and not in a combat sense, to her. It was such a un-Kotaro like expression that she’d almost forgotten she’d seen it once before. After he’d rescued her from the water he’d had a similar uncertain expression, as if he didn’t know what exactly the proper thing to do next was.
“Y-yeah, why, that’s not weird is it?” His voice sounded urgent. Mei smiled.
“Well, you know, it is kind of weird,” her voice was teasing but, it seemed, he couldn’t tell and his face instantly got redder. Her smile grew larger.
“But since, according to you, I’m also weird…” she looked at him with a playful twinkle in her eyes
“Yeah?”
“I’m glad you are too,” she stuck her tongue out teasingly as she finished enjoying the relief that clearly washed all over him.
“Well just don’t forget I’m only helpin’ ya cause you helped me first, kay?” He emphasised the importance of this by trying to scowl intimidatingly. It didn’t work very well.
“Okay,” she responded, feeling lighter on her feet.
“And if I help ya do this then I ain’t got ta pay you back, kay?”
“Sure,” she responded, beaming a little. This clearly made Kotaro feel uncomfortable and he stopped trying to look intimidating. Instead he settled for placing both hands into his pockets and looking off at a rock in the distance.
“So…how do we do this?”
Mei paused. Blinking slowly as she stopped beaming.
“Er…?”
What do you do on a date?

Here's a part which comes after they sort out what to do. Might still have to make that part.

“I don’t think I’ve ever been on any rides before,” he actually paused to consider it, before boldly continuing;
“Yep. Pretty sure I’d remember somethin’ like that.”
“Then I’m glad,” She turned her face to look forward again, a brief breeze making her squint, as she walked on.
It was true. She honestly felt glad. She wasn’t sure why but she’d felt happy ever since they’d made their ‘pact’ to engage in dating ‘practice’ for her benefit. Something inside her felt practically…bubbly.
She couldn’t help but giggle again.
“So what do we do next?” Kotaro asked, excitement evident in his voice, the apprehension he had been exhibiting at the start of their practice having clearly been melted away by all the fun he had been busy having.
With eyes wide he looked from one attraction to the next, fervent in his motion, no doubt trying to pick which one he wanted to do more.
Mei, at a much slower pace, also examined the different games and sideshows around her, looking for one that wasn’t quite as…physical as the bumper cars had been. Although Kotaro might have been the more excited of the two as per the rules of ‘dating practice’ he’d begrudgingly accepted that she got to pick what they did. He’d been rather disgruntled about it but she’d convinced him that, like training to fight, if he didn’t do it the right way then he’d-
Mei grimaced a bit.
She meant she’d never learn anything from it. Of course Kotaro was probably failing the whole ‘date’ thing quite badly if one took into account that she, the girl, was being forced to pay for everything. But she was happy with what she got so she felt no need to complain. Besides she actually felt it would be irresponsible to force a ten-year old to have to pay for himself.
On top of that it was kind of…fun treating him.
So, after some careful price calculations based off her current remaining cash, she pointed out an old conventional of such festivals which was just perfect for the early evening.
“How about the haunted house?” She asked, finger still pointing at it, as she began to walk towards it so that she could get a better look at the prices. Luckily Kotaro always got in under the ‘junior’ price so she’d been saving a lot more than when she or Nutmeg or Takane-senpai had excursions.
“It looks quite interesting, eh Kotaro-kun?” Mei was thankful the line wasn’t too long. When they’d waited for a bit to go on the carousel Kotaro had whined so loudly that everyone else had glared at them. Unfortunately that hadn’t bothered him and so she’d been forced to weather their glares all on her own.
Didn't really feel like writing the in between part yet and already had this done so, I guess, done. Kind of an important scene missing in the Tunnel of Love though. Oh and the haunted house part. If memory serves I read somewhere that Kotaro's scared of ghosts in Negima Neo so I'll roll with that.

Mei was brought back to reality by her date’s voice, one foot stumbling, as she almost tripped.
Kotaro moved to try to catch her but, quickly, she regained her footing and straightened, not missing a beat as she raised a hand to casually wave away any question about whether or not she was okay.
“Relax Kotaro-kun, it was just a little stumble, nothing to get worried about, seriously,” she smiled a bit at his foolishness. He could be kind of a dork sometimes.
“Nee-chan that’s not it, you…you look kind of…down?” It was more of a question than statement and left Mei looking puzzled.
Me? Down? What could I possibly be feeling down about?
It was true that the whole ‘tunnel of love’ ride had turned out to be a giant bust. On reflection she knew she should have seen that coming. Kotaro had spent the whole ride just yawning and batting at the water when he got too bored of sitting still. This was quite frequent with him.
But still it’d been a fun night, hadn’t it? There couldn’t really be any doubts about that, could there?
“Don’t you…don’t you…” he stammered a bit, eyes shiftily avoiding hers.
“Kotaro-kun seriously, relax, I’m fine, kay?” It felt weird to have their situations reversed, him stammering whilst she was the model of calm. In a way it was probably better, she thought, this way. Technically she was older and, she hoped, more mature so perhaps it was more natural for this sort of dynamic to exist between them. Still that didn’t mean it had to feel right.
Is he embarrassed? Over what?
“Kotaro-kun? What’s the matter? If you have a question just ask it?”
The boy looked up at her with what looked like a sheepish grin, one hand bashfully rubbing the back of his head.
“Aw heck nee-chan it’s just that…that…I’ve been goin’ on and on about all this fun I’m havin’ that I didn’t realize you weren’t havin’ any, ya know?”
Not having any fun? No, no Kotaro-kun you have it all wrong, this has been lots of fun…hasn’t it?
“And…and I guess I messed up that last little bit pretty badly didn’t I?”
“That point…is true,” Mei couldn’t help herself but was happy when she saw that her answer didn’t deflate the boy, just cause him to grin a bit resignedly.
“Yeah…yeah…guess I’m pretty lousy at this ‘date’ stuff, eh? Sorry I blew it for ya, maybe ya need a different partner? Like someone who knows this stuff better?”
She should probably say something, she knew that, but a part of her wanted to watch with morbid fascination as he worked his way through it. After all why not? If this was supposed to be practice for a ‘date’ then he had failed pretty badly at it. Taking responsibility for a train wreck like this was only appropriate. After all it was his responsibility wasn't it?
Nope, it isn't.
That was the final straw.
“Shut up,” she pressed a finger onto his mouth, quieting him instantly, as his face grew surprised and alarmed at the same time.
Hold.
She exhaled a deep breath.
Now.
“Kotaro-kun how old are you again?”
“What’s that matter-“
“Just answer,” she removed her finger, straightening up and folding her arms.
“Ten?”
“Are you asking me?”
No, I’m ten, alright,” a little bit of brattish spite was back in his voice as he grumbled his answer irritably. She smiled.
“That’s right, you’re ten, just ten,” she reached out and ruffled the top of his head. He reacted accordingly;
“Oi, oi nee-chan what are ya doin’?” He pulled his head out of reach, a pouting expression on his face, as he reached his own hand up to make sure there wasn’t anything weird in his hair.
“Having fun, Kotaro-kun, that’s what we are here for right? It is a festival isn’t it?” She swung her arms above her head and behind her back, feeling a million times lighter than she had in the Tunnel of Love.
Yes. This is much better.
“Eh? But what about…ya know…yer practice?” Kotaro whispered the last part conspiratorially, as if afraid people might be listening in.
“Forget it, let’s have fun,”
A metaphorical anvil dropped on the boy as he stood stunned in her wake.
“F-forget it? But what are we doin’ then? Didn’t ya need my help?”
Not as much as you need mine evidently.
“I think I got all the practice I need already, what’s the matter, you want to do more?”
There wasn’t even a moment’s hesitation as he answered;
“No way! I…I just thought you maybe…maybe…”
“Maybe?” She turned to him with a smile. He'd been acting odd since the Tunnel, hesitant, like they were back at the whole 'what do you say to someone when you don't know what to say' part. It was getting old.
“Forget it,” he sighed, returning her smile with his own smirk, as his body posture finally relaxed and he slid both hands into his pockets. The atmosphere finally seemed to stop pressing down on them and a whole host of sounds and colours stopped being muted.
“So…shall we try the haunted house again? Shall we?”
"What?"
Watching him try to hide how frightened he was at her suggestion she couldn’t help but pick up where she’d left off in the Tunnel.
Who cares what it is, who it is or even why it is. What matters right now is the fun I’m having. I don’t need to complicate things.

Nice work, ecspecially considering how little there is about them. I think I've only ever read 1 other Mei x Kotaro fic. 'April Rain' its called, you should check it out its quite nice.
By the way how old is Mei Sakura meant to be?

@Dr: Thanks. Yeah I have read April Rain and I like it a lot. A lot more than this at least. But thanks for the compliment and hope you enjoy the rest.
-The next part. A bit further along now. I still have to do the end, when they go back, and then also the haunted house and tunnel of love segments from earlier are important. After that I'll just chain them together and I guess I can put them on FF.net. Apologies for mistakes it was rushed out of happiness. On a side note does Mei ever display any abilities from her artifact?

Fireworks
The first indication she had as to how late it was getting was when Kotaro gave a sleepy little yawn beside her, slowing down the pace of his walking. She checked her cell phone’s clock in response and was surprised to see that it was already beginning to approach midnight.
Around her the composition of the crowds had also changed already; most families and small children had left along with people staying out of town who still had a long drive ahead of them. Those people that were about now were mostly students who didn’t have to worry about sleeping in tomorrow or getting back home too late.
Against that backdrop Kotaro did look out of place and, she assumed, she did too due to her proximity to him. To outside viewers it must have looked strange to see a pair of siblings still on their own so late into the night.
Maybe…maybe that’s it for tonight then.
“Kotaro-kun,” Mei stopped, giving the somewhat sluggish boy time to catch up, before bending at the waist so that her face was level with his.
“Uh?” He responded blankly.
“Perhaps you should be heading off to bed, huh? It’s getting quite late now and you look sort of tired,”
Kotaro scowled in response, or at least tried too, catching himself in the process of rubbing his eyes sleepily and folding both arms to prevent himself from doing it again.
“Not tired,” he insisted, turning to pointedly look in another direction.
Mei sighed and gave a small half-smile. It was endearing, to her at least, it really was but…but…she just felt like there were things she still had to resolve. Tonight had been by far the longest period of time she’d ever spent with him, and they were pretty much all alone the whole time as well, and she’d really liked it.
I’m not stupid. I do like him, a lot, but an infatuation doesn’t actually mean anything. People crush on and get obsessed with all sorts of weird stuff. I don’t just like him that way; he’s also a good friend.
And she’d confirmed that tonight. So why did she still feel like there was more to say? What more could she say?
Smatterings of people passed them, excitedly talking to themselves, as some way off a voice began to announce something over a loud speaker.
Mei knew what the sound indicated, having heard it before, it was the beginning of the fireworks display. The event was no doubt being timed to signal midnight and the start of the next day.
People like to do symbolic things, after all, because they feel they don’t have enough meaning otherwise. Kind of petty really, as if something isn’t good enough being itself, we have to instead reinforce it however we can…
“Kotaro-kun?” The boy caught himself half-way through another yawn, seemingly having half-nodded off during the interim period since her last statement;
“Wasn’t yawning-“
“How about a race?”
The air around the hanyou crackled briefly with palpable interest as his demeanour changed; shrugging off his tiredness to regard her with one eye, a slight smirk on his face.
“A race, eh? What brought this on all of a sudden nee-chan?”
That got him interested.
“Brought it on? What are you trying to avoid it?”
“I ain’t avoidin’ nothin’! If you wanna race that’s fine by me but don’t be surprised when I beat ya badly kay? Cause I ain’t gonna be responsible if ya feel bad since ya asked me ta do it,”
She was actually a bit touched that he’d be sensitive enough to warn her like that. Still she was glad to see that her little challenge had got his blood pumping again. She didn’t want him nodding off just yet.
“Think of it as my thank you for bearing with this practice ‘date’, okay?” She made a quick inspection of the area they were in, noting that it seemed abandoned.
Perfect.
“Okay then, I like that idea nee-chan! So where we racing too?”
“Up there,” he followed the path of her finger to a small hill, one of the supply buildings upon it, overlooking part of the campus. It was quite removed from the rest of the festival so no-one seemed to currently be anywhere nears it.
“So when do we star-“
“Now!”
Adeat!!
In a flash of pink-hued light Mei’s hand suddenly gripped the haft of a broom and, with an athleticism belying her frame, she leapt up on to it even as it began ascending into the air. She had just enough balance, to cast a playful smirk back at her opponent, before she settled down on to the broom with both hands grasping its end.
Irresponsible? Yes but, considering senpai’s usual stunts I think I can allow myself one little batch of rule breaking.
The advantage of flying was that there was no need for manoeuvre. She could just move in a straight ascending bee’s line towards the outcropping. Though it was true that Fire Magic was her forte she had not an insubstantial grasp of certain elements of Wind Magic. Besides she was faster now than she had used to be and, on top of that she had a head start.
All that taken into account though she wasn’t really that surprised when, approaching the hill close enough to make out shapes even in the growing darkness, he was already waiting for her, leaning casually against a tree.
“It’s to be expected I suppose, you are on another level,” she smiled weakly as she dismounted her broom, a surge of will collapsing the structure of the broom back into the proxy card which acted as its conduit, and gave a little sigh.
“Oi,” he walked towards her with an irritated look on his face, pausing in front of her and looking up.
“Huh?”
He gave a little leap, comically, to give her forehead a little thwack with his fingers;
“Hey, what was that for?” She pulled away, rubbing the lightly red mark he’d left, as she stared at him incredulously.
“You bein’ stupid, that’s what. Ya can’t go sayin’ stuff like that, if ya think ya can’t win then ya already lost, don’t cha know that much?”
“But-“
“Don’t go puttin the fact that ya lost on to me bein’ on another level, come on nee-chan, you’re smarter than that right?”
Something about the earnest tone of his voice meant that Mei, despite really, really, really wanting to disagree with him couldn’t stop herself saying;
“I-I know that, gee, it’s just hard is all…”
Acting conceited, someone like you obviously wouldn’t know what it’s like to always try to catch up but never come close.
“Oh come on,” Kotaro grinned toothily, folding both arms behind his head as he raised an eyebrow at her;

There, again, it was. The sort of ridiculous-for-a-ten-year-old to have wisdom which just seemed to make sense. Not to her, no she didn’t get what he was saying at all, but…but…but whatever it was she knew he meant it, felt it, believed it even was it, in a way.
“Eh…sorry if that sounded like a lecture, I guess I got a little carried away there, just don't like it when somebody starts quittin' on themselves,” once again he suddenly looked a little abashed. She couldn’t help but wonder if he’d changed slightly since coming back from Mundus Magica. She was certain he’d never shown anything like this before he’d been there.
All of a sudden, for reasons she wasn’t exactly sure of, she felt something akin to jealousy. It didn’t last long though.
“No, no it’s fine Kotaro-kun. I don’t really get it but…it sounds like it’s the real you, ya know?”
He resumed his smiling and she smiled back.
Behind them, against the night sky, fireworks detonated, symbolically, for all the people down below.

The house will seem so still, Now that he's gone. There'll be no one to wake me up To go outside at dawn.

So this is almost done. In fact it probably should be but I was just too lazy to finish the next part right now, hence why it is so sloppy and short. I really have to admit that writing this I think I just came to like Mei/Kotaro more. It has such potential I like. Then again that's probably just my bias. Anyway hope its nice and fun.

Almost Done
It was now, officially, too late. Although the exact time escaped Mei she knew it had to be at least well into the early morning.
It was so late, or early depending on your perspective, that even the sounds of students celebrating the end of the festival with their own after parties had died away.
She was still on the same outcropping she’s watched the fireworks from, now seated with her legs crossed, with her eyes facing up to the night sky.
“This was…a good night,” she breathed softly, allowing a small smile to find its way onto her lips.
As for her companion, Kotaro, he was already fast asleep. He’d nodded off shortly after the fireworks actually. She’d offered to take him down, let him get some rest at least, but he’d insisted that if she wanted to stay up later he would too. He’d continued insisting this, somewhat sleepily, right up until the moment he’d unceremoniously slumped against her shoulder, eyelids nearly shut.
She’d been nervous and embarrassed about it at first, naturally, but it was by now long enough afterwards that she didn’t mind. In fact she’d guided the sleeping boy’s head so that it now rested within her lap. An uncharacteristically brave gesture, perhaps, but since he was sleeping it wasn’t like he’d ever know. Besides this was something which he would never let her do if he was conscious so she had to take advantage of him when she could.
Absent-mindedly she poked his cheek with her finger, seeing if there was a reaction, as she began working up the will to get him, and herself, back to where they belonged.
I guess this was a fun evening. Even cutting out all the awkward moments it was nice just having fun with a friend.
It had also been nice to finally confirm for herself that very fact; that she was his friend. She supposed that at least half the reason she was always so nervous around him was because she’d been unsure previously. She’d wanted to be a friend, but she was also intimidated by him. That’s why it was easier to think of her relationship with him in terms of role model, or someone she’d aspire to match. But that lead to the problem were she felt the only thing the two had in common was endless discussions about ‘training’, ‘practise’ and ‘strength’ and she knew that wasn’t the type of relationship she wanted with him. She wasn’t yet exactly sure what kind of relationship she did want but, she could be confident, it was more than just a fan on the sidelines.
Now she felt like she could be a bit more comfortable around him, a bit more her.
I kind of envy you, you know that? Your always exactly who you are. Even around people you don’t really know you’re never afraid to just be…you. I...I like that.
She hoped she could do the same, at least for him, from now on.
Her stomach turned itself into a knot again as her thoughts got the better of her. Once again she was blushing.
“Oh, come on,” she moaned, almost amusedly by this point in time, as she fell flat onto her back, gazing upwards.
He’s cute, sure, but I don’t want to like him just because he looks good, or because he’s stronger than me. Those are terrible reasons to like someone. Oh come on! Why can’t feelings be as easy as magic? Then I could just read all the books about them and bam! No more problems. I wonder what advice he’d give? Can’t beat up my feelings so probably nothing useful.
Her stomach audibly grumbled, a reminder that she’d skipped supper, and yet another reason to start moving. She sighed, but not sadly;
This is good, isn’t it? Yes it is.
“Alright then Kotaro-kun, let’s get you into bed,” she whispered, gently disentangling herself and picking him up. Luckily he was quite light, so it wasn’t hard to carry him back down towards the main campus on foot. Of course once she got down there a totally different problem suddenly struck her.
Wait a minute…I have no idea where he stays?
