Rules on cloning:

Cloning humans is immoral and unethical for the following reasons.

~Clones share DNA and bodies. They are carbon copies of the original. Bodies are manufactured to hold a specific soul, and no other. By making a copy, one of two things can happen:
~The body remains soulless, creating an empty shell
OR
~The soul is split between the living bodies, creating two bodies of, what is in
essense, the same person.

~Cloning because of this is taboo. Clones themselves are considered less than human. While this may seem cruel, it is with good reason. Clones are not unique individuals, and share the true name of the original, along with the soul. While they may seem independent, in the grand scheme, they can be manipulated just as the original may be manipulated. This classifies them as sub-human.
Interpretation: If clones are sub-human, the first statement of these ethics does not apply, and therefore, clones themselves may be cloned. ((The trick, of course, is where does the original CLONE come from? ~_^))

~As of the current time, no cloning technique has been perfected for the simple reason that cloning is illegal, and the group with the best resources, the gatekeepers, refuse to actually attempt it.

~Even those clones for whom the original has died out and no others exist, are not considered unique. They are not the original, and are still therefore not considered human, but are still classifed under sub-human.

~Cloning for the purpose of replacing a gatekeeper's limbs or a valkire's is still considered immoral. It is not proper to create an individual, even a sub-human, only for the purpose of using them and ultimately destroying them.

~Following on the last point made, cloning taxes a soul by spliting it into pieces. This can cause stress and ultimately destroy the soul, another reason cloning humans is unethical.

~Exceptions to the rules: Animal gatekeepers or valkire, as well as magical equivalents, also fall under these rules.

Doncha love how ZP is somehow exempt from all of these rules?

The Intertribal Shinigami Ethical Code

Towards nature...
1. No shinigami shall create a new species of animal with the following exceptions, to fill an empty niche in a devastated ecosystem, or to serve a specific purpose relevant to their duties or the preservation of souls.
2. No shinigami may obtain intellectual or transactional rights to a being created via any discipline. Nor may the make monetary gain from their creations.
3. If a shinigami wishes to artificially increase the growth of crops with any ability they possess, they may not increase crop growth by more than the width of their hand in a lunar month.
4. If a shinigami wishes to artificially affect the weather, they may only do so for a period of four to six hours or use up half of their reiatsu to do so, depending on which limitation comes first. They may only perform such an act four times a year, once every season.
5. A shinigami must have permission from the deii to wipe out a non sentient animal or plant species.
6. A shinigami may only preserve an endangered species of his or her own volition under one or many of three conditions, 1. the species going extinct would pose a danger to the souls of a world. 2. the species is a natural predator of a malignant phasmavore. 3. the deii mandate that animal or plant species preservation. This rule does not count towards local preservation attempts by human authorities, in which case a shinigami may assist if they are an employee of aforementioned human authority.

Towards Souls...
1. No shinigami may create a soul, /period./
2. No shinigami may knowingly cause a soul to fragment into pieces or be damaged.
3. No shinigami shall hollowfy another's soul, want to pollute your own feel free.
4. No shinigami shall consume a human soul for any reason.
5. No shinigami may obstruct the flow of souls from dead to living or living to dead using their powers.
6. Shinigami may provide spiritual advisement to humans.
7. No shinigami may transfer their power to humans, but they may bear or sire children with them, provided the couple can pass the Rite of Attachment of Souls.
8. To buy or sell a soul is frowned upon, even to sell your own. In cases of spiritual transaction, a Soul is the only thing one may offer in payment for a Soul. No life may be taken on either party's side until both parties natural lifespans have ended.
9. No shinigami may affect the free will of a soul using their powers.
10. A shinigami may extend the natural lifespan of a human at the expense of their own lifespan. Such a human shall either live a cursed or blessed life, depending on their earthly deeds prior to the shinigami's death.
11. No shinigami may create a sentient creature that possesses a soul.
12. If a shinigami creates a soulless sentient being, that creature is counted as a summons, if it is capable of carrying on discourse, then it must be treated as one would a servant in one's own house, clothed, medicated, fed, watered, and cared for.
13. No shinigami may force a human from the path, and may punish a human pushing another human from the human path with the death of both.

To one's family...
1. A shinigami is to consider a person family by either soul or blood. In the eyes of shinigami law, Soul family has the same rights as one's biological kin.
2. A shinigami family fractured for a period of a century or more should attempt to reunite if a reunion is possible, this includes legal, voluntary, or forced separation due to events out of that family's control.
3. A shinigami parent should be responsible, and emphasize personal responsibility and spiritual self reliance in their children and adopted offspring.
4. A shinigami youth may marry from the age of 30 onwards, with no age limit on that shinigami's partner, sexual relationships should be carried on with personal discretion as to age.
5. A non shinigami may be adopted as one's soul kin or life partner. In which case, that non shinigami may undergo the Rite of Attachment of Souls, and will be seen in the eyes of all the shinigami in a community as a family member and community member.
6. The punishment for crimes of violence against a child is the permanent cutting off or disabling of one sensory organ for each offense, eyes first, ears next, after which the nose may be broken, the fingers crippled one by one. In extreme cases with multiple counts of violence against a child, amputation may be allowed.

Misc laws
1. Rape and sexual battery is an unforgivable assault, punishable with sterility, castration in the case of a male or impotence. Rape causes emotional and spiritual damage to its victim, something no shinigami should tolerate. If a shinigami is witness to and does not interrupt a sexual assault, then they must make amends for not interfering by caring for the victim and physically punishing the perpetrator.
2. A theft should be answered with restitution, assault should be answered by reproducing the wounds inflicted on the perpetrator.
3. When respecting local law and local culture of an area, a shinigami should do their best to comply with law enforcement and an area's culture, but may not do so by causing physical harm to an individual or to a soul.
4. A shinigami should, if circumstances permit, repair a damaged burial or funerary site.
5. If a shinigami desecrates a grave, they must repair the damaged site, and may also be punished by breaking the thumb and index finger of that individual's hand.
6. No shinigami may present themselves as a deity, nor attempt the forced takeover of a country.
7. No shinigami may perform sexual intercourse with a corpse.
8. Shinigami are not permitted to mutilate a deceased corpse. Autopsies and bodies willed to science do not count.

((will edit as i think of more. its basically guidelines the founding shinigami set down))
