A requirement for all members under the age of 13 is that they register and that their parent(s)/guardian(s) complete a COPPA Registration form, which is made available at the time of registration! This should then be posted to the address provided! If this form is not completed, then the membership cannot be validated
 I am currently investigating other options, such as using a Fax but I haven't yet been able to establish a reliable service. However, you may be interested in http://www.angelfire.com/wizard2/hkeylocal/faxby.htm which is a simple Fax program which utilises the Windows XP Fax service.Please note that all COPPA Registrations are liable to spot checks for validity!
