How about an acetate card?

Might suit a long thin type (A5 folded lengthways)

Get a piece of A5 acetate and fold lengthways and stamp your image in black stazon or brilliance ink on the front. On the back (when dry) colour your image using pva glue, only use a thin layer and use a toothpick for smaller areas then colour the areas with glitter. Usually easier if you do one colour at a time. Wait to dry and the glitter will show through on the front. Black peel offs on the front to frame make it stand out more :)
