I hope this isn't a dumb question, but calculating the IOC is great for hand ciphers, but is there a method for calculating this with ascii text? Or is it even relevent, is there a website out there that could point me in the right direction ? I would like to understand a little bit more about the IOC

It is the same principle for ASCII, or really anything that you are counting the frequency of. To determine the key length for your baldr cipher, I modified my IoC program to look at the frequency of all 256 byte values. You still just sum f(x)*(f(x)-1) for all frequencies.
