Ww2 Code; Can anyone help decode this?

I came across the following code in a notebook that was water-damaged during a wartime escape from captivity in 1941. This is my best effort at determining what's written. The asterisks denote an unknown letter.

I would be grateful if anyone could decipher the message. I don't even know what language the message is in. The owner of the notebook was British and spoke French but he did also pass on messages for others including a Pole.

Do please pass this on to others if you can't help.

What have you tried so far? Frequency analysis makes a simple substitution far from impossible.

I think you should have a crack at it yourself before appealing for help. Who knows? It might just be a simple mono. If so, think of the buzz you'll get from finding that out and revealing the plaintext yourself.
