My guess is that this is a transposition cipher. That's a reasonable guess. Hence my "Get out your scrabble sets, boys" comment. Next question is, what kind of transposition? I said it's a simple challenge, so you can expect it's a simple transposition. And I dropped a couple of hints. It'd be blindingly obvious, if you had Foster's book, but there aren't all that many possibilities.
