Puzzle help requested

I'm trying to solve a geocaching puzzle in which the ciphertext is 1670 characters, all 26 letters included, but no digits or punctuation (ruling out, if I'm correct, any technique based on the Polybius square), with an I.C. of 0.9991 and kappa value of 0.0384 (ruling out transposition & monoalphabetic substitution). The puzzle has some diagrams, including an "OTP" notebook, indicating (to me, at least) that the Vigenere cipher is used, and since I can find no other source of random characters, I'm left to conclude that the key material is somehow interspersed in the ciphertext. I've tried separating out alternate letters, dividing the ciphertext in half, etc., without success. Can OTP refer to any cipher technique other than Vigenere? It may involve a more advanced cipher technique than I'm familiar with, as I'm in the process of learning the various classic techniques. Any suggestions appreciated, as I've been struggling with this puzzle for weeks now.

OTP could also refer to USA Diana Crypto system which use Trigraph table as apposed to vigenere/tabula recta
