Now, in my case I broke out of the welfare culture. (It can be a trap.) But had the welfare cycle not been there at all? I'd have been a criminal. The desperate poor tend to go that route because if it's a choice of not stealing/whatever and not eating or stealing/whatever and eating, guess which wins every time?

I admire that you broke out of a cycle that really pisses me off. My father is a dentist so my family is well off, but anyway we still didn't have cable or the internet and I just always used to get so mad when I saw people on welware get these luxuries that I didn't have. So if I tend to have an anti-welfare bias, you can see where it comes from.

It varies incredibly by nation (duh!) and often even within the nation by region.

When I was on it in Regina, it worked something like this: a single man got the short end of the stick. The amount I received was so small it was laughable. (I was bloody tempted to go the crime route because I often had a choice: food or rent. Luckily I had seven good friends willing to have me over for dinner once a week.) A single woman got more. A family with children got even more. A single woman with a child (or children) hit the jackpot.

Basically, a single man made about half what minimum wage paid (this being in a country with a civilised minimum wage, note). A single woman got about two-thirds. A family with children got about what they'd get if one person had a minimum wage job. A single mother got a whole lot of money -- likely about 50% more than minimum wage to begin with -- and then more money for each subsequent child. (Yes, there were single mothers who would deliberately get pregnant as often as possible for the cash.)
