He identified it. Finnish.

I'm still not buying, though. I faked out Farsi knowledge quite easily by simply cutting and pasting Farsi materials from obscure corners of the web and by having Farsi-speaking friends forward me examples in email.

Retraction: Comment about the educational state of the japanese populsce withdrawn, acting under the assumption that those laughing at the concept know something about the situation that I do not, a likely scenereo.

Query: How did this turn into a political debate? I was under the impression this was a discussion of different styles of government, a comparison/contrast to determine which would be the most effective. Evidently, I was incorrect.

Addendum: Given that what an effective government is has not been defined in this debate, save mentions of corruption, it seems unlikely that the discussion will return to it's innitial track.

Musing: If a lack of corruption is considered part of an effective government, than no government can be considered effective, as all governments are corruptable, assuming one has the patience to do so.

Statement: On altering a constitutional republic, it must be noted that assasinations of key figures, executed with flawless timing and appropriate drama, can alter said government with surprising clarity, as with the transfer of power from JFK to LBJ.
May the blessing of Our Lady of the Workshop be upon you.

My definition of an effective government is one that can get the job done smoothly.

That is most people's definition. The point of contention, however, usually revolves around "which job?".

That is why I left it vauge. No single government can be the best at everything but the best in my opinion is the one that can adapt to change and handle situations that are tough on everyone.
