I'm considering the immediate area this solar system. Hell, I'm even including the Oort Cloud. As far as I'm aware, we've received no radio waves from other planets in this solar system.

In the Milky Way, you may have more of a chance of having intelligent life. Many suns have been discovered as having planets (most of them large planets, as we cannot yet discern a small planet). Billions of stars in the galaxy... I'm just playing the odds. It's likely that there is some kind of intelligent or semi-intelligent life out there.

In the whole universe, I'd be willing to bet there is intelligent life other than us.

The police give people tickets to prevent accidents that would hurt man as a whole. The police, and indeed all law and order, exists to prevent anarchy which would be very harmful to man.

Such charmingly naive assertions. I really miss the days of my youth. ;)

The reality of speeding tickets is that they're income sources for governments too afraid to raise taxes. Look in your state/province's finances. Dig. Find out how much money they make from speeding tickets. Imagine what would happen if that money weren't there -- if everybody suddenly became law-abiding.

Look at the history of them. In most places in Canada the speed limit on the highway is 100km/h (about 60mph). In some places that goes to 110 (~65) or drops to 90 (~55). These limits were set down in the 1950s -- back when cars were these huge behemoths of steel with the handling ability of your average dead cow. Since then cars have become smaller, lighter, safer (crumple zones, seat belts, airbags, etc.) and far better-handling -- and the speed limit remains the same.

I've *DRIVEN* some of those ancient monstrosities. I've taken professional driving courses for performance cars (I used to make a lot of money and had to spend it SOMEHOW) and I wouldn't drive those things at 100km/h on a lot of these highways! But my (heavily modified) Acura? I've whipped through similar roads at 140km/h without breaking a sweat.

Too, we supposedly live in a democracy. It is a trivially demonstrated fact that the vast majority of people drive faster than the speed limit. (Don't believe me? Get a surplus police radar and do the test yourself.) Just how representative of the majority is our government when it constantly insists on enforcing laws that most of the people (including most of the people making and enforcing the laws!) don't feel should be obeyed?

Finally, there's the issue of even application. When I drove a crappy little Pontiac compact around, I'd drive routinely at 120km/h (about the fastest I could drive that car safely -- piece of shit it was!) and would do so past police cars. I never even once got pulled over. When I drive an old Dodge Demon around -- it was able to get well past that speed, but not safely -- I'd do the same. And again never once got a ticket. When I drove a Chrysler K-body around I got a single ticket once -- and that under some pretty extreme circumstances. (I was driving 160km/h in an 80km/h zone. I was fined a minor amount for "exceeding the posted speed limit" instead of "reckless driving".)

When I got my first sorta-sports car -- a Pontiac Sunfire -- I was pulled over three times in my first year. When I got my Acura, I was pulled over a lot more than that. Each time but one, luckily, I was able to talk my way out of a demerits -- just got ticketed. (Free tip: courtesy and admitting what you were really driving? Impresses cops. Being a prick? Doesn't.) But I couldn't help but observe the pattern: the more expensive/flashy the car, the more likely I am to be picked up for speeding.

At least I didn't have it as bad as a colleague. He had a 20-year-old Porsche. It cost him about half of my Acura before modifications (2/3 once he got it tuned to perfection again), but because Porsche has that "rich toy" image he was pulled over time and again even when he was just cracking the speed limit by 5km/h!

So, police do not give tickets to prevent accidents. They give tickets because governments are addicted to cash and are too cowardly to raise taxes. They give tickets because they think people have cars that are too expensive. They give tickets, even, just because they like the power of fucking people over. (That last group is rare in Canada, thankfully, but I understand more common in America.)

I can't agree with you any more about who and what gets ticketed. When I used to have my Chevy Cavalier, many moons ago, I thought cops were trying to get away from me. Back in 2004 I bought a brand new Ford Mustang, and it all changed. I've got two tickets in this car, but the statie that pulled me over on the first infraction tried to imply that I was drag racing. What really pissed him off was my reply consisted of the fact that we were on an interstate where the speed limit was already 70 mph. and the question of "where?". The second one happened about 20 feet before the speed limit went from 25 to 55 mph. When I saw the reds and blues, I thought "you gotta be fucking kidding me, what a prick!" Well, the huge fine I paid in that little crack in my ass town wasn't a joke. If I had been driving my old Cavalier, I could have been doing 60 right there and been fine. On the ticket, I was only doing 31, 20 feet before it jumped to 55. It's just, as you said, the case of being money hungry and pulling over a sports car.

N= the number of civililizations in our galaxy at which we might be able to communicate

R*= the rate of star formation in our galaxy
fp= is the fraction of those stars that can have planets
ne= is the average number of those planets that can support life
fl= is the fraction of ne that go on to support life
fi= is the fraction of fl that go on to support intelligent
life
fc= is the fraction of fi that are willing to communicate with us.
L= the life time of each civillization.

If you put in the numbers you can see there might be alot of alien life, less alien intelligent life even less intelligent life that would communicate us and if they were they might be already wipped out...

Oh and ??? you're right about speeding tickets. That's how governments get money...

I am sure there is, however this is a direct hit on the human ego... thats right we are not as special as we thought, and it is just as likely there is an intelligent species that is superior to us in every way. When you try to take away this human superiority most people will fight for it. People have to feel like masters of there universe or they think its hopeless/pointless
