This is a crumy answer, but I really think it depends what type of trust you have with that friend, what they did and why they did it. If my best friend just killed people for no reason, then I wouldn't even think of him as a friend anymore.

i don't care about my family or friends enough to care whether or not they're in prison, but i'm also extremely lazy and probably wouldn't want to deal with all the time and paper work turning someone in entails (not to mention the potential ostracizing i might have to go through), so probably not... unless there was a substantial reward...

Non consentual rape, statuatory rape, vehicular manslaughter, smoking pot, driving while intoxicated, soliciting minors, armed robbery, public indecency, first degree murder, second degree muder, bribary, owning a gun without a license, animal cruelty; I could go on all day without even getting into fun war crimes like genocide.

The point is that 'eye for an eye' only really works very well with things like simple assault and battery.
