I think panini sent them to the USA market :)

I know the real answer.

All of the USA base cards and more than the half of Uruguay base cards worths the same value as the green sided cards. It is very hard to tell why Panini did, but there were not enough SP, UP, OtW in the set, so they needeed to complete it with base cards. I guess this was the easiest way choosing the lasts.

Sometimes you open packs when all the six cards base cards. Note that, the first card is always a USA or URU card in these packs.
