Yeah, the "Traits" are more for "tweaking" the character to be a little more personalized. The bonuses / penalties they provide are going to be little things, but that doesn't mean they won't be important sometimes.

EDIT: Oh yeah, also, about Magic/Psi/Tech: It takes 3 points each to unlock one, but once it is unlocked it defaults to 5, then any points thereafter increase it by 1 each. (It's probably not clear from the way things are worded in the FAQ, but it's in there...) I'll let you reinvest the points on that if you want to, or you can just keep 'em the way they are and spend your future points on unlocking them later.

That's how I figured it. I was planning on unlocking them during the game.

Alrighty. Just wanted to make sure.

EDIT: Slight problem w/ yours, Chuck--in the Weapons section, your points total to more than 15 for Hand, which is the skills cap. It's only by 1, though, so you can invest that 1 point in something else.
