Please do not hold me to any specific scales or timelines. It may take a tenday to travel from A to B, while the same passage could be shorter or quicker. Lets just chalk this up to weather and road conditions. This wont be extreme like the travelers curse of xendrick, but Im not calculating distances and basically having things fit in the adventure. If you pre-plan to calc out your ration needs, you wont have any problems.

Travel plans, like any plan, never survive first contact with the enemy. The enemy in this case are the unforseeable variables, such as the things you mentioned, weather, road conditions, as well as checkpoints, dead-end leads, just taking a rest for a day in a random, spectacular glade, and getting drunk for a day in a roadside tavern with uncommonly delicious ale. I, for one, am totally ok with varied travel time. Having driven to San Diego and back many times, the travel times vary greatly. As the chinese proverb goes "You can never step in the same river twice."

I am also sympathetic to the adjucating power of the DM to situationally overrule the written word in favor of in-game consistently. I believe the rules should just be guidelines, unless the players are killed by a suddenly different rule.
