I love fantasizing about the conversation between the killer in SCARLET CLUE & a contractor:

KILLER: What I want is a switch that when turned on and a person presses a floor on the elevator, the door will close & the floor will drop out from underneath the passenger. Can you handle this??

CONTRACTOR: Piece of cake. About ten years ago we built a bedroom for Dr. Vollin (THE RAVEN, 1935) which acted like an elevator. That is, the whole room would actually descend a floor. Followed that up with a room where the walls closed in on each other. This should be a snap!!

Besides, the government has their own construction guys, but not criminals.

If someone is using a contractor, then they have their own built-in criminal.

There's a wonderful scene in the first comic book story featuring Batman villain Killer Moth. After contractors have completed work on building a Moth Cave beneath his stately mansion, Killer Moth simply shoots them as payment. Chortling something like no one can ever know...

After a summer of dealing with excavators, cement contractors, pavers and landscapers, I couldn't agree with you any more whole-hearedly, Bats!!

Tell me about it, Chandy! Try building a top-secret Batcave with those maroons.

And I thought the Joker was a criminal mastermind. Sheesh. <_<

Scenes are often shown in movies where the villain does away with a few workers who have done some work for him constructing some nefarious device or secret place, but I'm talkin' about the underground cities with all the latest whiz-bang technology such as we see in "The Silencers." To kill all of those involved in projects of that scale, you'd need mass graves reminiscient of Hitler's death camps. And nobody would notice the dearth of construction workers in the nearby city? :o :P

For big underground projects villains usually contract with Murania who brings in their robots to do the work.
