Gallopfrey: The Hunter’s Port
Current “Elected” Leader: Tsunami Runner, a retired Pirate Hunter.
Founded a few hundred years ago, the city-state of Gallopfrey is ruled by a group of some of the wealthiest merchants in the world. In a sense, Gallopfrey should technically be a rich place then. In reality, it is not. The nobles hold all the wealth for themselves, while the common pony is forced to eke out a living for themselves in one of the only two profitable trades on the entire island, farming and shipping. Ponies are generally poor, downtrodden souls that work their way up the social ladder by obtaining as much wealth as they possibly can.
It all began a few hundred years ago during a period of economic stagflation in the equestrian economy. Prices were high, ponies were unemployed, and the economic growth was extremely slow. The Equestrian government, in an attempt at making up lost revenue due to this period, decided to place a tax on shipping items. The result was disastrous, as shippers were already burdened with a massive debt because it wasn't worth the loss in profit to ship goods anymore. Everything was heading downhill, and it seemed like there was no way out. However, a small group of shippers decided to end it once and for all, by taking as many goods as they could buy, and carry, in their poor excuse for a fleet and flee to an island off of the southeastern coast of Equestria, one that had been disvocered hundreds of years prior, but had no current settlements. The island was decently large, and after taking three days to find an acceptable area to create a port town, named the location for the new city Gallopfrey, in honor of the ship belonging to one of the ponies in charge.
At first, things went well. Crew-members started small farms to feed the hungry, and the ships that they had arrived in were used to trade with surrounding areas. The town grew into a city, and the island grew more and more powerful over the years, gaining the attention of pirates. The pirates, in particular the diamond dogs of the southeast, plundered countless ships of Gallopfrey. The city-state, lacking a standing army, was helpless to defend against them. In order to survive, the nobles in charge, descendants of the original leaders of the colonists, ordered a fleet to be built and to engage the pirates. Needless to say, it was a catastrophic failure. As the pirates, for once, banded together and destroyed the entire fleet.
The nobles, confronted with disaster as trade all but evaporated, were forced to turn to self proclaimed ‘pirate hunters’ of the ocean. To this day, the pirate hunters are continuously at war with pirates. At first, these so-called defenders of merchant shipping were no more than ex-pirates and convicts hired to make sure that merchant vessels made it safely to their destinations. Some of them rose in fame, and a few became legends. The first documented pirate hunter was the captain of a heavy frigate, some one hundred years prior, who captured and sunk over 50 pirate vessels during his trips with merchant fleets. To this day, there is a statue of captain Tidal ‘Ezel’ Shard in the center of Gallopfrey, marking the first of many successful pirate hunters.
Today, Gallopfrey is a successful port city. It has a population of just over 1000, with outlying farms and smaller outposts around the city. While most of the population is farmers, who make a pretty penny by shipping grain across the globe, especially to the Hooviet union, the most known are the merchant fleet as well as the Pirate Hunters. Since there is no standing army, they remain a neutral city-state, but remain in control of a powerful fleet of privateers/pirate hunters. Most current pirate hunters are well known and respected citizens, and they do tend to know the ponies in charge of the government on a personal level. The city itself is a port used by all nations regardless, and newcomers are welcome. However, should a pirate dare show their face in the port, they will not only be sunk, but drawn and quartered, as all surviving pirates brought to the city are. Citizens are entirely hostile to pirates, especially well known ones with a record for brutality.

Created a few years after the start of Gallopfrey, the Royal Privateer Letter is a document given by the nobility of Gallopfrey, or other countries, granting permission to sail and hunt for pirates in the global ocean. It has been granted to, currently, over 100 pirate hunters spread all the way from the Hooviet Union, Tapirus Republic, Neighpon, Cervidias and to Hostrailia. While some of the members of are just merchants swearing to fight any pirates they can, the majority are tough as nails; privateers that have literally armed their ships to the teeth. Most of them become respected citizens within their home ports. Each Pirate Hunter purchases weapons at a nearby port and then sails out with a merchant convoy for protection, or they would sail out alone to find some unlucky pirate. Though the organization is hundreds of years old, dating back to the times before Gallopfrey was even founded, ad it has thrice almost been eradicated by an overwhelming number of pirates. The Pirate Hunters aren't known for their cooperation, often sometimes going all in separate directions. The pirates, however, have formed powerful fleets to combat them, and have been thus far successful in balancing the scales against the Pirate Hunters. As it stands, not all countries have recognized the Royal Privateer Letter as something that explicitly allows a pony to arm itself. One of these countries in particular, Equestria, has not yet recognized that Royal Privateer Letters as a legitimate reason to arm a pony’s ship, and thus does not grant permission outside its own laws.
