Tartarus: The Prison of Demons
Tartarus
Tartarus is a prison where the worst creatures in existence reside to live the rest of their lives with no hope of escape. This brings about its other name, the one most spoken by civilizations outside of Equestria, “The Prison of Demons.” In this case, the word “Demon” does not refer to actual demons, but instead beings that have committed such horrible sins that they could be accepted into the demonic ranks of Hell with open arms.
On the outside, Tartarus is simply a giant door that seems to be carved into a nameless mountain not too far outside of Ponyville where an old dragon rested for a couple of days about ten years ago. Anyone may approach the door or go over the mountain without being harassed, or even seen, by the Guardian of Tartarus, Cerberus, but if one comes to the door with the intention of opening the mountain, the true form of the Prison will be revealed to them. Upon approaching the mountain with the intention of opening the door, a large obsidian structure will reveal itself to them and they will have to answer to Cerberus for their intent.
Inner Structure of Tartarus
Once inside Tartarus, one will see that the prison is broken into seven separate layers, each one descending deeper and deeper into the earth. Each new prisoner is sorted into their layer based on two criteria, lifespan and crime committed.
The First Layer: Mortals with normal lifespans who have committed heinous crimes against society including, but not limited to, mass murderers, serial rapists, and prisoners who were deemed too dangerous to be kept in a normal prison.
This layer of Tartarus is the most similar to a regular prison. Artificial light still brightens the halls and most of the cells and it is patrolled by normal guards that are recruited from around the world for being the best at what they do. These prisoners are still allowed to socialize with others for short periods of time and essentially live their lives away from the rest of society. There are often killings on this layer, but most of the attempts are stopped by the guards before they can follow through with whatever play they might have had.
The Second Layer: Mortals with normal lifespans who have committed crimes of war including, but not limited to, genocides, attacking/destroying a city of Civilians, and betrayer. This is a punishment that is given to beings that are considered too evil to receive a swift death at the hand of an executioner.
This layer is the first one that can be considered to be far more extreme than a normal prison. Here, each cell has no lights and is completely soundproof, making sure the only thing the prisoners are left with are their thoughts. No one is allowed to socialize, and cells are kept shut except for when a small slit is opened to allow food and drink to be pushed through. During feeding time, the artificial lights that are usually illuminating the areas surrounding the cells are turned off so that the prisoners are left in complete darkness, even if they do get the opportunity to finally hear something with the sounds of plates scraping across the ground.
Most of the beings that are sent here go insane and are forced to live with their deteriorating consciousness as their torture for the lives they took or the leaders they betrayed.
Third Layer: Mortals with extremely long lifespans who have committed heinous crimes against any and all beings. Included in this category are Dragons and other mythical beasts as well as changeling leaders and other magical beings.
This is the layer where the true punishment happens, scales are torn off of dragons and the wings are ripped off of changeling leaders by Guards who often have to endure being put under spells for days on end to make them forget about the acts that they commit. The point of this torture is not to kill, but only to punish for the entirety of the prisoner’s long lives, though death is sometimes a side effect of the torture.
Fourth Layer: Immortal beings who have committed heinous crimes against the beings of the planet. Included in this are Dragon Elders, beings who can regenerate wounds infinitely, and Alicorns should the need ever arise.
This floor holds the lowest number of Prisoners due to how rare it is to find anything that meets the qualifications to actually reach this level. So far there are only three beings living down there. Sauracan, Grelin, and Varion, a mythical trio who had long since faded into obscurity after their legendary plot to try and kill all dragons. Sauracan is the Black Dragon Elder who had become jealous of his brothers and sisters due to the love they had received from the beings of the world while he was hated. Due to this, he began to plot the demise of the other Elders with Grelin, a being of pure celestial energy who could take on any form as long as it surrounded his core, a dying star that is permanently set in limbo between dying and exploding in a huge super nova. It is said that he took on this star as his core long ago to stop the destruction of the planet, but the star had corrupted him into something foul. The other member is Varion, a being who has been changing forms for as long as ponies have been telling the tale of his plot, no one but the guards in Tartarus know his true form, though the most popular opinion of his form is that he is a bacteria that planted himself inside of an Alicorn and corrupted them, much like Nightmare Moon, but far more powerful. Their plot ultimately failed after they managed to kill two of the other Dragon Elders, and now they reside in Tartarus.
Sauracan’s torture is having all of his scales removed at once and then restored using powerful healing magic, only to have them ripped off again and again. Grelin’s prison that has locked his dying star core to constantly explode, forcing him to feel the pain of getting ripped apart from the inside constantly. Varion’s torture is unknown, but it is said that he resides inside a pit of lava or boiling acid with only his head exposed to the air around him.

Seven layers, mm? Well, we only have the four here (unless the remaining three are unoccupied), so I'd like to at least get confirmation on that before I stamp this.
