Yes, he could be a pest. But Jar Jar never saved a ship from the enemy. Now I won't deny that some parts of Neelix could be altered for the better. But all around, he was a great character.

I thought he was always whiney and there wasn't much about talaxian culture that I found intriguing.

Exactly! Seems to me he was brought onboard to entertain the kids in the audience because he didn't do a damned thing for the adults except make us want to kill him.
