I think they were a mid-season starter was because only so few episodes. One of TNG's season was short too but that was because of a writer's strike.

more human than Human

Because it was premiered mid-season (January) rather than in the fall. Same as with DS9.
Everything happens for a reason, but sometimes the reason is that you're stupid and make bad decisions.

well the DVD only contains 16 eps, yet i have the origional tapes that have 20 episodes containing voyager season 1 meaning they for some reason split it up for the DVD's so that it probably made season 2 a full one rather than also cut short.

it does seem wierd though that they would change which episodes go where.

The episodes "Projections", "Elogium", "Twisted" and "The 37's" were actually produced as season 1 episodes but were held back to be aired at the beginning of season 2 in the US for reasons I don't know about.

However, in the UK and other European countries, they were aired as season 1 episodes with "Projections" aired after "Learning Curve", followed by "Elogium", "Twisted" and "The 37's".

Since the stardates for those of the episodes who have stardates are season 1 stardates (they take place in 2371), those four episodes would be considered as season 1 episodes.

i did always used to get annoyed with the ST site cus it said that some episodes i had on a self were in the wrong place, even though they were origionally for that series they changed there minds, which is a little stupid. i used to get so cunfused.

I think a similar thing happened with TOS, they keep re-ordering episodes there too. i dont know why they dont just go by what was origionally planned and ignoor air dates etc.
