Maybe instead of having a verdict of "Not guilty by reason of insanity", we should have a verdict of "Guilty, but insane." That gives the victims closure in that guilt has been assigned, but also allows for the criminal to get psychiatric help.

This guy is probably never going to be sane enough to be released on the general public. As a whole, Insanity findings usually wind up wiht longer incarcerations than guilty verdicts.
Understanding is a three-edged sword.
