See http://s13.zetaboards.com/Panessos/topic/7134453/1/#new for discussion.![]() The Free Trade Amendment Act Determined to provide for the running of a proper Free Trade Zone, Determined to use this Free Trade Zone to the fullest, Determined to facilitate and ensure profitable trade and competition between our nations, and Determined to bring down the barriers to mutual prosperity, THE SENATE OF PANESSOS ASSEMBLED hereby repeals and replaces the Free Trade Zone Act with the following: Section I: The Free Trade Zone 101. Directs all nations complying with regional government laws to: a) Effectively prohibit all persons within their Jurisdiction(s) from discriminating against: i. Assets and persons moving within or from each other's Jurisdiction(s), versus ii. Assets and persons native to their own Jurisdiction(s), b) Accept assistance, should it be offered, from other Member Nations in effecting such prohibition, c) Advise other regarding changing monetary, fiscal, and economic circumstances within their nation, 102. Declares the Panessos Free Trade Zone (hereafter ‘the Zone’) to be composed of all territory under the jurisdiction of member nations abiding by Section 101, 103. Declares all nations currently members of the WA to be automatically compliant with legislation and thus participants in the Zone, unless such nations declare to the Senate that they have no wish to participate, 104. Encourages all other nations to join the Zone by informing the Senate of their membership, Section II: The Free Trade Committee 201. Creates the Free Trade Committee (hereafter ‘the Committee’) as a Senate Committee to encourage competition within and beyond Panessos, 202. Declares all Senate nations within the Zone to be members of the Committee, 203. Empowers the Committee to pass binding laws on the Zone members for the purposes noted in Subsection 201 provided such laws do not contradict any regional laws and do not contradict any existing WA legislation, 204. Directs the Committee to follow standard Senate procedures for legislating, 205. Directs the Senate Speaker to serve as Speaker for the Committee unless otherwise decided by the Committee, 206. Directs the Committee Speaker to report to the Senate at least once a month about the activities of the Committee, 207. Directs the Minister of Economics and Trade to report to the Committee and to the Senate at least once a month with suggestions for how other economic advancements might be made, Section III: The Free Trade Zone Board A: Powers and Duties 301. Creates the Free Trade Zone Board (hereafter ‘the Board’) to assist, advise, co-ordinate, and lead the Committee, 302. Provides the Board with the power to enforce and execute any and all laws relating to the Zone by majority decision, 303. Provides the Board with the power to rule upon all Judicial questions relating to the Free Trade Zone, and permits appeals to be made to the Regional Courts, 304. Directs the Board to establish an office within the Ministry of Economics and Trade with all the necessary and appropriate staff for running the Zone, 305. Directs the Board to enable and support the establishment of regional industries as per Subsection 201, 306. Directs the Board to report to the Committee and to the Senate at least once a month about their activities and planned activities, B: Composition and Members 307. Declares that the Board shall consist of a President, Chair, Chief Executive, and up to 4 governors, 308. Permits the Minister of Economics and Trade to serve as the President of the Board and Committee, 309. Directs the Committee Speaker to serve as Chair for the Board, 310. Directs the Committee to elect a Chief Executive to the Board at least once a month to manage day to day affairs of the Board, and 311. Allows the Committee to appoint up to 4 Governors to join the Board in a manner that the Committee may decide. |
