Amend the Speaker Act [ABANDONED]; To establish clearer election procedures

Honoured Senators,

To establish clearer election/voting procedures for deciding the Speaker, I hereby move that The Senate Act be amended by replacing sections 4 and 6 with the following:

4. The Speaker shall hold office until any Senator moves a motion of no-confidence. The voting procedures of such a motion shall be managed by the Delegate of the Region unless the Senate appoints another person. Should the Speaker win the vote he shall be reinstated.
6. Should there be no Speaker, an election from among the Senators shall be held forthwith. Such an election shall be administered by the Delegate of the Region unless the Senate appoints another person.

I recommend changing delegate to WA Delegate and insert the procedures for tie-breaking.

What procedures should we use for tie-breaking? Perhaps we should simply leave the decision of how to tie-break to the delegate?
