He had been using the identity of Hector Francisco Franco, age 62, but the motor vehicle department and police records proved that this was a false identity and his fingerprints did not match those on file for that social security number. DescriptionHe is Hispanic and has black and gray hair and brown eyes. He is 5' 5" tall and about 150 pounds. He has a tattoo on his chest that says "Manuel Lencha". He was wearing blue jeans, a gray sweatshirt, and had keys, a watch, and 3 rings.
