Scientists identify remains found off Carolina Beach Road

A major development in the investigation into two sets of human remains found off Carolina Beach Road back in April.

One set of remains belongs to Angela Rothen. Rothen was 43 when she disappeared in June of 2007.

Scientists from the University of North Texas have been working to identify the remains for months.

Wilmington Police sent Rothen's file to the State Medical Examiners office, so it's clear they had an inkling hers was one of those bodies.

The medical examiner also received the file of Alison Jackson Foy. She was last seen at Junction Billiards sports bar in Monkey Junction in July of 2006.

The second set of remains has not yet been identified. Police say the one positive ID does not significantly change the status of their investigation.

Angela Nobles Rothen's remains were among the two sets of human bones found April 26 in woods behind a restaurant in the 3500 block of Carolina Beach Road, Wilmington police said this afternoon.

Rothen, 42, of New Hanover County was reported missing in 2007.

Nobles Rothen’s parents and daughter said they last saw her at a birthday party on June 10, 2007. She was driven home to Lex Road in New Hanover County. Angela called once after that, relatives said, then was never heard from again.

Family members said they reported her missing to the New Hanover County Sheriff’s Office three weeks later. They felt they weren’t taken seriously and said they thought it was because Nobles Rothen was a grown woman with a troubled past.

Police suspect the second set of bones belongs to Allison Jackson-Foy, 34, of Wilmington.

Jackson-Foy was last seen July 30, 2006, at Junction Billiards Sports Bar at 5216 Carolina Beach Road – three miles south of where the bones were found. Her car was still in the bar’s parking lot the day after her disappearance.

Although the women disappeared a year apart, Rothen's skeleton and what is believed to be Jackson-Foy's skeleton were found in the same spot at the same time. Because of those circumstances, police acknowledged the possibility the women were the victims of a serial killer.

The second set of remains has not been identified and results of additonal tests are pending, Crockett said.

"The positive identification has not significantly changed the status of the ongoing investigation," she said.

Wilmington police investigating the murders of the two women searched the former residence of a man arrested last summer on allegations of holding a prostitute at knife point and raping her, according to court documents. The man pleaded guilty last fall to a lesser charge and is on supervised probation.

An affidavit requesting searches of a home, car and storage unit in Monkey Junction detailed allegations that the man kidnapped, threatened, assaulted and raped prostitutes. The searches were conducted in June and the affidavit was obtained in July by the Star-News.

The Star-News is withholding the name of the man and the search locations because he has not been charged in connection with the case.
