Leads elusive in skeletal remains case

Nearly three months after skeletal remains were discovered in a wooded area near Westminster, police continue to search for leads in the case.

Homicide investigators still haven’t identified the nearly complete skeleton discovered behind a business along Md. 140 in March and are releasing no new information, Maryland State Police spokesman Sgt. Arthur Betts said Friday.

However, the investigation is still active and ongoing, Betts said.

The remains were found in an area of thick woods and undergrowth behind the Goodyear Retread Plant and Tire Center in the 900 block of Md. 140 on March 24. A man called police after discovering a human skull in an area where dirt, trash and debris had been dumped over the years.

Forensics experts determined the skeleton was likely of a white female in her mid- to late 20s. The woman was likely about 5 feet tall with a petite build.

Forensic evidence suggested the woman has been dead for at least three to 10 years, although investigators are examining missing-person cases going back more than four decades.

Information on the remains has been entered into the National Crime Information Center’s Unidentified Person File, which allows the information to be accessed by police across the country.

Investigators can enter a description of factors they know about a victim, and NCIC will scan missing-person reports to try to turn up a match.

The file contains information on unidentified dead people, people who are living but unable to determine their identity and unidentified victims of natural disasters

A Maryland State Police investigation into skeletal remains found behind a business along Md. 140 in March remains open, according to a state police spokesman.

The remains were discovered behind the Goodyear Retread Plant and Tire Center along Md. 140 outside of Westminster March 24, with nearly a full skeleton recovered from a wooded area behind the business where trash and debris had been dumped over the years.

It was ultimately determined that the remains were the skeleton of a woman in her mid- to late 20s, approximately 5 feet tall with a petite build. Police believe the woman has been dead at least three to 10 years, although the investigation has included missing person cases going back much earlier than that.

The investigation remains open and active and investigators continue to follow any leads they get, said state police spokesman Greg Shipley. However, police have yet to identify the woman or a possible suspect, Shipley said.

State Highway Administration workers are excavating a site behind the Goodyear Retread Plant & Tire, 915 Baltimore Blvd. in Westminster to help find additional clues about a skeletal remains found Tuesday. WESTMINSTER — State investigators released a sketch today in hopes that someone can determine the identity of a woman whose skeletal remains were found this past March in Westminster.

Forensic specialists from the Office of the State Medical Examiner believe a skeleton found March 24 behind the Goodyear Retread Plant & Tire, 915 Baltimore Blvd, Westminster, are the remains of a white female in her mid- to late-20s.

Examiners also believe she has been dead at least three to 10 years, and estimate the woman to have a petite to extremely petite build — though they have not estimated her weight.

Police determined the victim had died as a result of homicide.

State Police investigators obtained assistance from Detective Evelyn Grant, a certified forensic artist with the Baltimore County Police. Grant examined the victim’s skull and, through her expertise, was able to develop a composite drawing of what the victim may have looked like, police said.

What makes missing persons cases difficult is that over a period of a decade, hundreds of people are considered missing in Carroll County, Shipley said.

Fourteen individuals have been eliminated as a possible match, through the help of dental workers.
“It’s a long, arduous process of working through this,” Shipley said.

The records of the skeleton remain on file in the National Crime Information Center, Shipley said.

Officers throughout the country can check the database for potential matches. The farthest someone has looked for a match is New York, he said.

Anyone who remembers what the area of Route 140 just east of Westminster was like as far back as 25 years ago is also asked to contact Maryland State Police investigators as well, as police are trying to determine the lay of the land.

INFORMATION DEVELOPED ABOUT SKELETAL REMAINS


(Westminster, MD) – Maryland State Police homicide investigators have obtained additional information about the skeletal remains found in Carroll County earlier this week after an initial examination was conducted at the Office of the State Medical Examiner.

Although a positive identity has not been made, forensic experts believe the skeletal remains are those of a white female who, at the time of her death, is believed to have been in her mid to late twenties. The examination indicates she was about 5 feet tall and had a petite to extremely petite build. No estimates of her weight are known at this time.

The cause and manner of death have not been identified at this time. Additional forensic tests and examinations are continuing.

One of the experts consulting with doctors at the medical examiner’s office was Dr. William C. Rodriguez, of the Armed Forces Institute of Pathology. Dr. Rodriguez told State Police investigators evidence indicates the woman had been dead at least three to ten years.

Maryland State Police homicide investigators sent a law enforcement teletype to police departments throughout the East Coast and Mid-West with this additional information. Investigators are asking police departments throughout this area to review missing person files in an effort to assist in the identification of the remains. Troopers are not limiting their possibilities in searching for an identity of this individual and will be reviewing cases from within the past four decades or more. The information regarding the remains has also been entered into the National Crime Information Center’s Unidentified Person File, providing access to the information to law enforcement across the country.

State Police investigators continue to process the area where the skeletal remains were found on March 24, 2009. State Highway Administration personnel are assisting with an excavation of the area, which is covered with trees, undergrowth, construction debris and fill dirt.

State Police are urging anyone with information about this case, or about the construction and development history of the land along the 900-block of Baltimore Boulevard, to contact them immediately. The State Police Homicide Unit investigators working this case can be reached directly at 410-386-3029.

The State Medical Examiner's office said Thursday that the woman was about 5 feet tall and died about three to 10 years ago.

Forensic tests and examinations are continuing to determine how the woman died.

Police are working to identify the woman and have asked law enforcement agencies on the East Coast and in the Midwest to review missing person files going back to the 1960s.

The remains were found Tuesday in the 900 block of Baltimore Boulevard.

State Highway Administration crews are excavating construction materials and fill dirt from the area where her body was found to search for clues.

Troopers Release Details On Remains

Maryland State Police believe the skeletal remains found near Westminster earlier this week are those of a woman who had been dead for anywhere from three to ten years.

Troopers released results of an autopsy conducted on the remains.

The bones were found on Tuesday along the 900-block of Baltimore Boulevard (U.S. Route 140) near Westminster.

The autopsy also found that at the time of her death, the woman was believed to have been in her mid to late 20's. It found the woman was about 5-feet tall with a petite or extremely petite build.

Forensic tests are continuing

State Police say they are reviewing open cases from the past four decades or more.

Troopers are also sharing information with other police departments on the East Coast and in the Midwest.

Troopers are looking for any information about the case, or about the parcel of land where the body was found.

Troopers say those with information can call the State Police Homicide Unit at 410-386-3029.

Human bones found near Westminster

Unidentified skeletal remains were found behind an industrial area in Carroll County, state police said Wednesday. The age, sex and race were not known, according to a news release issued by the state police. The remains were taken to the state medical examiner's office for an autopsy. Just before 5 p.m. Tuesday, state police were called to the 900 block of Baltimore Blvd. near Westminster. Police said a person who had been walking through a wooded ravine behind a manufacturing company reported seeing what appeared to be a human skull in an area where debris had been dumped for several years. On Wednesday, State Highway Administration personnel aided investigators in clearing away a thick area of underbrush, police said. Beneath a ground cover of leaves, rock and construction debris, investigators recovered human skeletal remains. No potential identity has been immediately suggested through missing person reports, police said. Investigators are checking with surrounding jurisdictions and have issued an alert to police agencies throughout the region.
