Forensic experts believe the bones are that of a white woman in her 20s with a petite build. WESTMINSTER — State investigators released a sketch today in hopes that someone can determine the identity of a woman whose skeletal remains were found this past March in Westminster. Forensic specialists from the Office of the State Medical Examiner believe a skeleton found March 24 behind the Goodyear Retread Plant & Tire, 915 Baltimore Blvd, Westminster, are the remains of a white female in her mid- to late-20s. Examiners also believe she has been dead at least three to 10 years, and estimate the woman to have a petite to extremely petite build — though they have not estimated her weight. Police determined the victim had died as a result of homicide. State Police investigators obtained assistance from Detective Evelyn Grant, a certified forensic artist with the Baltimore County Police. Grant examined the victim’s skull and, through her expertise, was able to develop a composite drawing of what the victim may have looked like, police said. What makes missing persons cases difficult is that over a period of a decade, hundreds of people are considered missing in Carroll County, Shipley said. Fourteen individuals have been eliminated as a possible match, through the help of dental workers. “It’s a long, arduous process of working through this,” Shipley said. The records of the skeleton remain on file in the National Crime Information Center, Shipley said. Officers throughout the country can check the database for potential matches. The farthest someone has looked for a match is New York, he said. Anyone who might recognize the person in the drawing is asked to call Sgt. Tina Becker at 410-386-3029. By Ryan Marshall, Times Staff Writer More than two years after the skeletal remains of a young woman were discovered near Westminster, investigators continue to search for information to determine the woman's identity and her killer. Despite being unable to identify the woman, state police homicide investigators are still looking to locate people who might have some information, state police spokesman Greg Shipley said Friday. Police have eliminated a number of possible identifications that have come in from around the country, he said. The remains were discovered March 24, 2009, in an overgrown area in the 900 block of Md. 140, where construction debris had been dumped over the years. Police believe the remains are of a white woman in her late teens or early 20s, with a petite build, but haven't been able to narrow down when she was killed. Forensic evidence suggests the woman has been dead for at least three to 10 years, although investigators have examined missing-person cases going back more than four decades. The area near where the skeleton was found had once been the Hickory Hills trailer park, a space with approximately 33 trailers that closed in the mid-1980s, Shipley said. He said investigators have spoken with some former residents of the park, but are eager to talk to more. They're also looking for anyone who frequented the restaurants The Patio and Sharkey's Cove, both of which were located near the trailer park. Investigators said there was a fire in the trailer park around 1985 that caused significant damage to a trailer, which may jog peoples' memories of the time period, Shipley said.
