Police Ask For Help In 1976 Murder Case

Victim Died From Strangulation

POSTED: 1:42 p.m. EST January 7, 2003
UPDATED: 3:16 p.m. EST January 7, 2003

TOWSON, Md. -- Baltimore County police are searching for the killer of a girl whose case has gone unsolved for 26 years. And Baltimore County police are once again asking for the public's help.

Police said the young woman's body was found by a passing motorist at 10:20 a.m. on September 12, 1976 alongside the roadway in the 5600 block of Dogwood Road in Woodlawn -- a short distance from Lorraine Park Cemetery.

WBAL-TV 11 NEWS reporter John Sherman said the case of this Jane Doe is three files thick. And police say they don't know who she is, or who killed her.

Baltimore County police spokesman Bill Toohey told Sherman, "This girl, this young woman is a complete mystery. [What] began [has] become an investigation that's gone more than a quarter of a century and is still unresolved."

According to the medical examiner, the young woman died from strangulation. It is believed she had been killed sometime within the previous 24 hours at another location, and her body was dumped where it was found.

Detectives launched an extensive investigation at the time to find the killer, but they turned up no witnesses and no leads, and since then the case has been reviewed a number of times. The young woman's fingerprints have been checked against the records of every state with no matches.

"Fingerprints were sent out to every state in the nation," Toohey said. "There's a murderer out there, and homicide detectives want to find the murderer."

No matches have been found for her dental records. Investigators have followed up on similar cases in other states as far away as Illinois and California.

"Her dental work showed some fairly decent dental work, so she didn't come from an impoverished family apparently," Toohey said.

And police are asking for the public's help to find more information about the murder. "There's somebody out there who knew this girl, somebody who knew something about the circumstances of her death," Toohey said.

The young woman was in her late teens to mid-20s, 5'8" tall, 159 pounds. She had shoulder length brown hair and brown eyes, and she was wearing a white/beige pullover, short-sleeve top, beige-yellow Levi jeans, and wore a rawhide string necklace with a small round, blue object attached to it.

She had a 1 1/2-inch scar on her left thigh and a tattoo on her right arm just below the shoulder. That tattoo appeared to be the letters JP, although it might have represented something else.

Anyone with information on this case is asked to call the Baltimore County Police Department at (410) 887-2210.

Woodlawn Jane Doe Killer Report a Tip

Comment

Woman's Body Found Outside Cemetery

In 1976, a woman's body was found alongside Dogwood Road in Baltimore County.

It was a sunny fall day in September 1976, and just 8 miles outside Baltimore in a suburb called Woodlawn, a young woman's life came to an end.

Detectives received a call at 10:20 a.m. that a dead body was lying along the side of the 5600 block of Dogwood Road, just 18 feet from the entrance to Lorraine Cemetery.

Retired Baltimore County Lt. Rick Heaps, who was one of the first to arrive at the scene, recalled to AMW what he found.

"When we arrived on the scene, we found the woman wrapped in a sheet," he said. "Her hands were tied behind her back in perfect knots with some type of medical bandage."

She had been murdered and raped.

When police removed the sheet, the woman's head was covered with three different cloths. The first one was a yellow bag for a 25-pound sack of lawn seed. Printed on the bag was, "Farm Bureau Association Grass Seed, Lexington, Mass."

The second cloth was a dark blue and white paisley bandana, and finally there was an orange and white bandana that had holes cut for the eyes and nose. Detectives say all three clothes were tied behind the victim's neck in a square knot.

Dogwood Road was bustling with traffic that Sunday morning. Several people used that road to go to church. It baffled detectives: Why would someone would choose to dump a body there? And more importantly: Who was this girl and who killed her?

Detectives began to interview residents who lived along Dogwood Road and people who had gone to church that day, hoping that someone might have seen something strange.

A woman and her young son came forward and told police that on their way to church that morning, they spotted a shiny blue van with panel doors parked on the side of the road. It was 9:20 a.m. Her son, who’s a car fanatic, told his mom it was a Ford Econoline van.

The woman didn't think much of it at the time, but police, in putting together a timetable of events, believe that it was the killer's van. Witnesses traveling up and down Dogwood road prior to 9:20 a.m. didn't see a body or any other suspicious vehicle.

There were three cloths that the killer tied over her head.

A Cold Case

This lawnseed bag was found over the victim's head.

The van's description didn't lead police to the victim's killer, so they turned their attention to trying to identify the victim in order to get some answers.

Detective Phil Marll, who is now the lead investigator on the case, explained to AMW how there were many descriptive things about her and items found on the victim that were recognizable.

"She was a white female between the ages of 20 and 25, and she took good care of herself," Detective Marll said. "She was 5 feet 8 inches tall and likely wore a size 12 or 14. She had olive-colored skin and was very pretty."

The victim was wearing a white/beige short-sleeved pullover sweater and beige/yellow Levi's corduroy-type jeans. She was also wearing brown, maroon and cream-colored striped socks. She had a visible 1-and-a-half inch scar on her left thigh.

"Someone has to recognize this girl," said Detective Marll. "She's someone's missing friend, relative or co-worker."

Police ran the girl's fingerprints and circulated the description and picture of her around Maryland, but they came up with nothing.

Detectives Hope Key Clues, National Attention Will Solve Case

It's been 34 years and suprisingly, police still haven't been able to identify her. Detectives have since named her Woodlawn Jane Doe, and her case is classified as a cold case.

Now detectives are hoping by teaming up with America's Most Wanted, they can solve this case with your help.

There are a few key clues that may jog the memory of someone with answers about this murder mystery.

A brown necklace with a light blue painted stone was around the victim's neck. She had a set of keys on a safety pin in her pocket.

On her right arm, police say she had some kind of homemade tattoo. The letters are hard to read, but detectives think they could be a combination of a JP, JS, JD, JB or SP, SD, SS, and SB.

Detectives feel the lawnseed bag found over her head is a big clue. The bag was manufactured at the Bemis Bag Company located in Buffalo, N.Y., and they were only sold in five Massachusetts locations: 158 Lexington St. in Waltham; Stafford Street in Rochdale; 307 Western Ave. in Lowell; 3 Hollis St. in South Weymouth; and East Deer Field Front Yards in Greenfield.

If you have any information about who Woodlawn Jane Doe may be or who her killer is, please call our Hotline at 1-800-CRIME-TV. You can remain anonymous.

Police say after placing the orange bandana over the woman's head, the killer placed this blue bandana over her head. Both of them were tied behind her head in knots.
