ID Info - NCIC # U-507807152. This white female was 5' 1" tall, weighed approximately 110-120 pounds, and had brown hair. She was found wearing blue denim shorts, a black tank top, no shoes, a pink rope ankle bracelet, Trifari gold-plated wristband, silver alloy bangle wristband, metal ring in floral design with four stones missing, an Advance Digital watch, and an Avon ring with a diamond-like stone. She also had a protruding front tooth on the upper left side.

Circumstances - This victim was found on the southbound side of 270, down the Baker Hill Road embankment. It is not believed she was killed at this site. Dental records are available.

Case History
A state highway administration worker cutting weeds found the body at the bottom of an embankment. The victim was located on the southbound side of 270, down the Baker Hill Road embankment. The body was decomposed and likely there over a week. It is not believed she was killed at this site.
In 1995, authorities looked into a truck driver from North Carolina about this killing. Sean Goble of Asheboro, NC, had been arrested for killing an Ohio woman whose body was found in Kingsport, Tennesee, and was suspected of killing as many as seven women and dumping their bodies on the side of highways. A search of his house found women's shoes and undergarments. The Frederick victim was found without shoes or undergarments.

Vigil spotlights 14-year mystery

On July 31, 1991, a Maryland State Highway Administration worker was cutting weeds along Interstate 270 in Frederick County when he came upon the decomposed body of a young woman.

Believed to be between the age of 15 and 25, she was found battered and bruised. Fourteen years later, the identity of the woman and the cause of her death remain a mystery.

Though her identity is unknown, her death is not forgotten.

The Maryland Missing Persons Network, the Victims' Rights Foundation and The Doe Network will hold a vigil in her memory at 8:30 p.m., Sunday, at the Washington Farm Park on Baker Valley Road, directly underneath Interstate 270, the general area where her body was found.

For the last 14 years, the mystery surrounding the woman's death has remained a central case for The Doe Network, a national volunteer organization which assists police and families in locating missing persons and unidentified victims.

"This case has a personal meaning to me," said Kylen Johnson, The Doe Network's Maryland director. "I recognized the girl. I hung around Frederick in the summer of 1991 and I would see her. It's like my pet case."

Johnson is also hoping the vigil will revitalize the case and help to identify the woman.

The Maryland Missing Persons Network also assists in generating public awareness of missing and unknown persons. The Victims' Rights Foundation is a nonprofit organization in Montgomery County that provides support to victims of violent crimes.

Three different sketches and a clay bust of the unidentified woman have been done in hopes that someone will come forward with information. Johnson said a $1,000 reward is also available for anyone who can identify the woman and her cause of death.

According to Lt. Ron Cullison, commander of the Cold Case Homicide Unit with the Maryland State Police, in the last 14 years, they have received no information. No relatives or friends have come forward, Cullison said.

Police from Md., Pa. review cold cases

WAYNESBORO, Pa. — The arrest of Jeffrey E. Miles Sr. in April afforded Maryland State Police a fresh possibility in cases that have long been considered cold.

After Miles was charged in the slaying of Kristy Dawn Hoke, investigator Rick Bachtell gathered the cold cases he’s worked over the years for the Maryland State Police and presented them to Pennsylvania authorities. Sgt. Bachtell met with Pennsylvania State Police, who found Hoke’s body in a wooded area in Waynesboro, to discuss several cases from Washington and Frederick counties.

Bachtell wanted to determine whether Miles, of State Line, Pa., could be responsible for or aid in the resolution of unsolved homicides in his jurisdiction.

Among the Maryland cases Bachtell discussed with Pennsylvania State Police were the deaths of Geraldine Butts in 1983, Loraine “Lori” Zimmerman in 1984 and an unidentified female whose body was found in 1991, he said.

“Right now, I don’t have any cases for the Maryland State Police that can be linked to Jeffrey Miles,” Bachtell said.

If any new information was provided by Pennsylvania State Police, Bachtell said Maryland police would actively pursue those angles.

“They haven’t passed on anything at this point,” he said.

Pennsylvania State Police spokesman Trooper Tom Pinkerton said he wouldn’t answer questions about possible Maryland connections or about PSP’s work with other agencies.

“We don’t discuss open cases,” he said.

Roger Cassell, director of the Maryland State Police Cold Case Unit, said troopers don’t have anything to tie Miles to some of their cases, but they are not able to rule him out.

“They’ve met with the Pennsylvania State Police, and they got extensive background on him,” Cassell said.

On April 21, Miles, 47, was in Franklin County (Pa.) Court, where Judge Douglas Herman granted a defense request for Miles to undergo a mental health evaluation. Public defender Mike Toms would not comment Tuesday on the status of the psychiatrist’s evaluation, but said no new court dates have been scheduled.

Pennsylvania State Police charged Miles with criminal homicide in the slaying of Hoke, a 29-year-old Hagerstown resident whose body was found April 6 near the intersection of East Ninth Street and Clayton Avenue. Police said they used information from that investigation to find the skeletal remains of Angie Lynn Daley, reported missing in 1995. They have not charged anyone in her death.

“We’re currently still investigating the Hoke and Daley homicides,” Pinkerton said.

A message left at the Criminal Investigations Division of the Chambersburg, Pa., state police barrack was not returned Tuesday.

Butts’ body was found in the Potomac River in Frederick County on April 22, 1983, according to published reports. She had last been seen alive at about 2 a.m. on March 20, 1983, walking south on Md. 67 near Netz Road.

Two people walking in a wooded area off Reno Monument Road south of Boonsboro found Zimmerman’s body on April 14, 1984. She had been strangled, police said.

On July 31, 1991, the body of a white female believed to be in her late teens to early 20s was found on the southbound side of Interstate 270, three miles southeast of Frederick. She remains unidentified.

Vigil to remember, raise awareness of unidentified victim

On July 21, 1991, a state highway worker cutting weeds discovered the decomposed body of a young woman along I -270 at the Baker Valley Road overpass in Frederick County.
Twenty years later, "Jane Doe" has yet to be identified and her killing remains unsolved.

The 20th anniversary of the discovery of her body will be marked by a vigil Sunday in the parking lot of the Worthington Farm National Park on Baker Valley Road. The vigil, which is scheduled to start at 7:30 p.m., is sponsored by Maryland State Police and the Maryland Missing Persons Network.

Maryland Missing Persons Network founder Kylen Johnson said the vigil was organized to remember the victim, as well as to raise awareness of the case and of other missing persons and unidentified murder victims.

"It's kind of a tragedy that the case hasn't received a lot of media attention over the years," Johnson said. "We're just trying to raise awareness of the case, and hopefully some tips will come in."

The organization maintains a database of about 350 missing Marylanders, including more than 100 unidentified victims, some dating back to the 1950s, Johnson said. She said there is a network of family members associated with the organization who hold awareness events from time to time in hopes that media attention will lead to a break in a particular case.

Johnson said there are a number of reasons why bodies remain unidentified, including estrangement of the victim from family or friends.

She also said many older cases are the result of a lack of technology and resources for communication between agencies in different jurisdictions when the case was open. In many instances, the connection was never made between a missing person and an unidentified body found elsewhere.

"It just wasn't connected for whatever reason," Johnson said.
