Clothing: She was wearing a plaid, three quarter length coat. It was brown, tan, black and turquoise, and lined in purple. A dress in large blue and white paisley print pattern on a black background. Coat and dress appear home sewn. Light blue turtleneck top. Also wearing nylons rolled just above the knees and tan, slip-on shoes in size 8 1/2.

Case History
The victim was located along a Vernon County roadside, about six miles from Westby, Wisconsin. Her hands was missing, presumably severed by her killer to make identification difficult. Her hands have never been found.
The woman had been bludgeoned to death at some other location, then dumped at the side of the road, presumably by her killer.
A bright yellow vehicle, similar to a Toyota compact, may have been used in the crime.

COLD CASE: 20 years later, homicide victim remains unidentified

VIROQUA, Wis. — As far as anyone knows, she was never reported missing.

For the past two decades, her body has been buried beneath a marker in the Viroqua Cemetery. The marker reads: "Jane Doe, found murdered on May 4, 1984."

Her body, found along a Vernon County roadside, was missing its hands, presumably severed by her killer to make identification difficult, if not impossible.

The flowers on her final resting place are from people who have been touched by her lonely death.

"We had to give her that, at least," said Vernon County Sheriff Gene Cary.

Kevin Morrison, sexton of the Viroqua Cemetery, said that of the 6,000 geraniums grown for the cemetery, a few are saved each year especially for her.

"It's a shame she was murdered and then had her identity stolen," he said.

‘Jane Doe'

The woman, estimated to be in her late 60s, was found dead alongside a gravel road, discarded like trash, about six miles from Westby, Wis., late on a spring night, according to Cary.

He recalled the evening:

"Some young people came to the department to say they had seen something on the side of the road, but they weren't sure what it was.

"I went to the scene and there was the woman."

The woman was 5-foot-6 and weighed about

150 pounds, according to information printed on a poster Cary's department recently supplied to area law enforcement agencies.

Her hair was tinted brown with streaks of gray at the temples, and she may have had a permanent shortly before her death.

Her eyes were blue.

The woman was clad in a dress and a light blue turtleneck top. Her dress was black with a large blue-and-white paisley pattern.

She wore nylons rolled just above the knees and tan slip-on shoes, size 8½ B.

She also wore a plaid three-quarter length coat. It was brown, tan, black and turquoise, and lined in purple.

The coat and dress appeared to be home-sewn.

Cary said the woman also wore dentures with numbers on them: "420" inscribed and "289" in raised lettering.

"We did, at the time, find a part of her dentures a couple of miles from the scene, and a gold man's watch," he said.

An autopsy later revealed the woman must have undergone some type of surgery during her life, as her body bore a scar almost 5 inches long on her abdomen.

Cary said it was evident the woman had been bludgeoned to death at some other location, then dumped at the side of the road, presumably by her killer.

Most horrifying was the fact both her hands had been chopped off.

"Maybe whoever killed her thought her fingerprints were on file somewhere," Cary said.

Her hands have never been found.

A bright yellow vehicle, similar to a Toyota compact, may have been used in the crime.

‘Cold case'

A reason for the renewed interest in the 20-year-old case, Cary said, is that he was asked to bring an unsolved homicide case to a conference he will be attending.

"It will be good to have another set of eyes looking at it," he said.

Cary said advances in DNA technology have given him hope this crime might one day be solved.

"We had a break recently in a 30-year-old case, so maybe there's hope for this one," he said, referring to the recent arrest of a Genoa, Wis., woman and her former boyfriend in the death of her 3-year-old daughter in 1969 in California.

Now, Cary and others who made the acquaintance of Jane Doe in death carry renewed hope that some day, a new monument with her real name will replace the current headstone.

And if she has any surviving family members or friends, maybe they, too, will decorate the grave.

.The Wisconsin Department of Justice hopes a press conference today will spark new leads in a Vernon County murder case that’s been cold since 1984.

A woman’s body was found in rural Vernon County on May 4, 1984. The hands had been removed, and the woman was never identified.

“The purpose of the news conference is to share the details of the case in an attempt to gather new information,” said Dana Brueck, a DOJ spokeswoman. “We’re assisting Vernon County with the investigation. They’ve asked our assistance to generate media about it.”

The case has long been on the minds of Vernon County authorities, and posters about the unknown victim remain up in public places, including on the bulletin board at the Viroqua Police Department.

Dave Matthews, deputy administrator of the Division of Criminal Investigation will attend the news conference, to be held at the Vernon County Sheriff’s Department at noon. Also attending will be Vernon County Sheriff John Spears and former Chief Deputy Sheriff and Undersheriff Jim Hanson, who found the body in 1984 and has continued his investigation into the matter.

The DOJ is working with Vernon County authorities, the DCI Cold Case Unit and the Minnesota Department of Public Safety, Bureau of Criminal Apprehension.

They ask anyone with information to contact the Vernon County Sheriff’s Department at 608-637-2123.

VIROQUA — If you’re 40 years old now, you would have been 12 when “Jane Doe” was murdered.

Authorities are asking you to think back to 1984. Did you lose touch with a woman who was a friend or neighbor during May of that year? She was between 50 and 63 years old, white, 5 feet 6 inches tall, 150 pounds, with brown graying hair and blue eyes.

She was found bludgeoned to death along a rural Vernon County road in the middle of the night. The killer took no effort to conceal the body, but he cut off the woman’s hands, which have never been found, and tore the labels from her clothing.

She was never identified, and after 28 years, investigators have run out of leads.

The Vernon County Sheriff’s Department and the Wisconsin Department of Justice held a news conference Thursday afternoon hoping to spark new interest in the case.

“My hope is that somebody will see this and recognize her,” Sheriff John Spears said. “With the media coverage today, with Facebook and Twitter and all the other things that are out there … somebody is going to look at the picture and say, ‘That was my neighbor 30 years ago,’ or ‘That lady frequented our store.’ She has a past, she has a history. It’s just finding it.”

The state’s crime lab is taking another look at the forensic evidence, which includes the woman’s clothing and dentures.

Retired Deputy Sheriff Jim Hanson was the first deputy on the scene when the woman’s body was found. He believes she’d been dead no less than 15 hours after she was dumped on Old Line Road near Westby.

A witness saw a man driving a two-door yellow car in the area.

It’s unlikely she was a Vernon County resident, authorities said. But they believe she may have lived within 100 miles of where she was dumped.

The killing was big news at the time. But investigators are targeting southeast Minnesota in particular in their renewed effort to publicize the case. News coverage about the case in the 1980s may not have been widespread in that market.

Authorities tracked more than 400 leads in the years immediately after the woman was found, Hanson said. Her profile was matched against “every missing female in the age group early 50s to 63 internationally and did not surface.”

“This could be a case of some ancestor gets curious about ‘I never had a good explanation for grandma or my great aunt or some relative,’ you know and ‘I wonder what happened?’” Hanson said. “It’s 28 years later — that might be the type of tip or lead in this case that might just break it a little bit open.”

Friday marks the 28th anniversary of the discovery of the body and officials hope new technology will lead to an arrest.

The focus right now is finding someone who knows the victim. That's step one.

Officials believe 'Jane Doe' was brought into Vernon County and was not murdered at the site where her body was found. Witnesses at the time said they saw a yellow compact car driving away from the scene.

All the tags in her clothing were cut out. Sheriff John Spears said the perpetrator, who is believed to be a man, 'went to extraordinary lengths in making sure no one could identify this woman.'

"They removed all identification from her, they removed labels from her clothing, they cut off her hands. Those are extraordinary efforts to conceal her identity. What I'm asking for is for all of us to put forth extraordinary efforts to identify her," said Spears.

A team of seven people from the Vernon County Sheriff's Department, the Department of Justice, representatives from the Cold Case Unit, and the Minnesota BCA are all working to solve the mystery. Right now, forensic scientists in Madison are using new forms of technology to re-create 'Jane Doe's' DNA--which could potentially be matched to a family member for identification.

That's where social media comes in. Vernon County Sheriff's Department will have a Facebook page with all of Jane Doe's information and wants everyone to take a look.

Retired Chief Deputy, Jim Hanson is a part of the team. He was first on the scene the night Doe was found. Hanson said he is confident that by identifying Jane Doe, step two, which is finding the perpetrator, will become that much easier.

Van Hollen has announced that the Vernon County Sheriff's Department is working with the Department of Justice (DOJ), Division of Criminal Investigation (DCI) Cold Case Unit to identify "Jane Doe" and bring her killer to justice. "Jane Doe" was found murdered off of Old Line Road in Vernon County 28 years ago.

Throughout the decades, more than 400 leads about missing women have been investigated in hopes of identifying "Jane Doe," and the case has been widely circulated among law enforcement but has remained unsolved. Retired Chief Deputy Sheriff Jim Hanson, who was a patrol deputy at the time, responded to the scene late in the evening May 4, 1984. Today, under the direction of Sheriff John Spears, the now-retired Hanson is actively working the cold case for Vernon County.

Sheriff John Spears said, "We hope that finding the true identity of Jane Doe by using the forensic sciences of today -- that were not developed in 1984 -- may lead to her killer. She was a living, breathing person, likely someone's daughter, neighbor, or customer with her own identity and life story, whose life was left at a roadside following a brutal murder."

"Many investigators have worked tirelessly to find justice for this woman throughout the years. This renewed effort should serve as a reminder to anyone looking to do harm that it's our duty to pursue justice, no matter how long it takes," Attorney General Van Hollen said. "With technology that's ever evolving, we've made great strides in cold case investigations and hope to do the same in cooperation with our partners in Vernon County."

The Wisconsin Clearinghouse for Missing and Exploited Children and Adults produced a flier, which has a rendering of "Jane Doe," photos of the clothes she was wearing and a description of a suspicious vehicle seen in the area. The flier is available at the following link:

Authorities in Wisconsin are asking for the public’s help identifying a woman who was killed in 1984 and may have had ties to Arizona.

On May 4, 1984, a body was found outside of Westby, Wisconsin. Officials determined that the woman died of severe head trauma, the Vernon County Sheriff’s Office said.

Due to recently uncovered evidence as the result of pollen testing, it’s believed the victim was likely from Arizona or New Mexico.

The woman’s clothing was submitted to the U.S. Customs and Border Protection in Chicago for pollen testing and a profile revealed that she was likely from an urban area in the Semi-Arid Highlands or lowest elevation zone of the Temperate Sierra found in Arizona or New Mexico.

The woman was not murdered where her body was found, officials said. Her body was not hidden and both her hands were severed at the wrists and were never located.

Additionally, authorities say a yellow two-door compact car was seen in the area where her body was found.

The woman is described as being Caucasian, between 50 and 63 years old with brown-grayish hair, blue eyes, 5’5” tall and weighing 150 pounds, officials said. She had a four-inch abdominal surgical scar.

At the time of her death, she was wearing a plaid three-quarter length coat which was brown, tan and black with checkered patterned lining. She was also wearing a dress with a light blue turtleneck top underneath. The dress was black with large paisley blue and white print. She also had on nylons and brown shoes.

She had full dentures with the raised numbers “p85” or “p8s” inscribed in them, authorities said.

Anyone with information about the unidentified female found in Westby in 1984 should contact the Vernon County Sheriff's Office, Lieutenant Scott Bjerkos, at 608-637-2124.

This is one of many cold cases Arizona and national officials are diligently working to solve.

Earlier this year, a Valley woman arrested for an armed robbery that was linked to a 2013 murder case.

Makayla Joy Lamb, 28, is accused of stabbing a person multiple times and leaving the body behind a business. DNA evidence discovered under the victim’s fingernails were a match for Lamb, officials said.
