The skull, discovered in Oct. 2002, had been placed in a black plastic garbage bag. It is estimated that the time of death, and the disposal of the head at that location, had occurred six to nine months earlier in 2002. The cause of death has not been determined. It is believed that the skull is that of a female, 35 to 50 years of age, probably of Asian or American Indian ancestry. The teeth of this individual had been missing for several years prior to death. No dentures were with the skull. According to the Sheriffıs Department, from the bone structure and facial features, it is believed that the person may have been severely retarded. This person may have been institutionalized. The eyes would have been very far apart, with an extremely flat nose and facial features. Sheriff Dennis Hillstead said that the scouts, who were on a weekend outing Oct. 19, found the head in a plastic garbage bag that had been apparently tossed from Anderson Scout Camp Rd. "Thus skull was pretty clean but there was some decomposed flesh on the lower jaw and hair in the bag," Hillstead said late last week. "The scouts found it not far off the curve in the road in a deep ravine." Hillstead declined to identify the scout troop because his deputies had not finished interviewing all the people involved in the find. He said the skull had been sent to the Ramsey County Medical Examiner and an anthropologist from Hamline University in St. Paul was aiding in the identification process. "The bag and its contents were sent to the crime lab in Madison," he said. The sheriff said all the teeth were missing from the skull and four cadaver dogs brought in to search the area did not find any other body parts. "We are treating it as a homicide," he said. Hillstead guessed that the head could have been dropped off between two months and a year ago ruling out any theory that it belonged to an ancient culture. The boys who found the bag, opened it up, dropped it and told their scoutmaster about it who moved it and didn't call authorities until the following Monday, the sheriff said. "We hope to get a DNA sample from the flesh and that the sex, race and age of the skull can be determined," Hillstead said.
