Clothing/Jewelry Description: A black t-shirt with an eagle emblem imprinted on the front, a denim vest or jacket, blue jeans and red and black sneakers.


Details of Disappearance

Seelman was last seen leaving DJ's Bar bar in Rome, New York at approximately 12:05 a.m. on June 7, 1990. He had spent the evening drinking and may have been intoxicated when he left. Seelman entered a green vehicle driven by an unidentified African-American male about eighteen years old. They may have been headed to Utica, New York. Neither of them have been heard from again. Seelman He did not take any extra clothes, money, or any personal belongings with him when he vanished.
Some agencies may classify Seelman's case as that of an Endangered Runaway. Some agencies state that he disappeared from Steuben, New York. He resided on Llewellyn Road in Remsen, New York and was a student at the Madison-Oneida Board of Cooperative Educational Services at the time of his disappearance.

Remsen teen still missing after 19 years

REMSEN — There are always the times you think — maybe.

“Sometimes, you daydream and you think maybe he has amnesia or maybe he got hurt,” said Kathy Kerrigan of her son, Mark W. Seelman, who went missing in 1990 at the age of 16. “You always think crazy things, because it’s easier to do than to give up hope.”

Today is the 19th anniversary of the disappearance of Seelman, one of 15 children considered missing in Oneida County by the state Office of Criminal Justice
Operations Missing and Exploited Children Clearinghouse.

Seelman was last seen shortly after midnight June 7, 1990, leaving an establishment called DJ’s Bar, formerly located at 6478 Martin St. in Rome, according to state police in Marcy.

The disappearance didn’t cause an immediate stir. It wasn’t clear to authorities if Seelman had run away or had been kidnapped. And this was a full three years before the abduction of Herkimer County 12-year-old Sara Anne Wood brought the issue of missing children to the forefront in the Mohawk Valley.

Kerrigan said she gave birth to Seelman when she was 18. She gave the infant to her sister Dorothy Seelman and her husband, Harley Seelman, to raise since she thought she was too young to take care of him.

“Really, it’s like I lost him twice,” Kerrigan said.

The family believes foul play was involved in his disappearance.

“It had to be,” Dorothy Seelman said. “Mark wasn’t a runaway. He’s not a runaway. Of course, every time we called the troopers, they kept telling us he's a runaway. He's down in Disney World, we were told.”

Kerrigan agrees with Dorothy Seelman.

“He loved his grandmother and his sister just had a baby,” she said. “There’s just no way Mark would leave. He had brand new shoes, new clothes; his cigarettes were still in his room.”

Two males went missing

Michael Hulihan, senior investigator for the New York State Police Bureau of Criminal Investigation, said Mark Seelman was accompanied by Douglas Goodwin, 18, of Remsen, the
night he went missing.

Goodwin was a transient and didn’t live in his parents’ home. He wasn’t considered a missing child because he was legally an adult and “him not being home was not unusual,” Hulihan said.

Attempts to contact Goodwin’s mother, Terry Anne Goodwin, to discuss his disappearance were not successful. Today, Mark Seelman would be 35. Goodwin would be 37. Mark Seelman was reported missing June 12, Hulihan said, five days after his last sighting.

But the family says that’s not true.

“I know it wasn’t that long. I didn’t wait five days,” Dorothy Seelman said.

The last time Dorothy Seelman saw her son was the Friday before the sighting at DJ’s Bar. She said Mark Seelman got off the school bus Friday afternoon, said he was going shopping with friends and he would be back by the next day to help her around the house.

When he didn’t show over the weekend, she figured he slept over at his friend’s house. Her memory is slightly foggy, but she recalls that she waited to see if he’d get off the school bus Monday afternoon and then again Tuesday. He still didn’t show.

At that point, she remembers going to the state police office in Remsen to report her son missing.

Waiting period on reporting

It would be nearly six months before Mark Seelman’s disappearance was reported to the National Center for Missing and Exploited Children, which at that time did not have a branch in the Utica area. The local branch would open in the wake of Wood’s disappearance several years later.

Ernie Allen, president of the center, says he doesn’t know what caused the delay in reporting the missing teen to the center. Back then, before a change in missing children’s legislation, police agencies used a waiting period when dealing with missing youths, he said.

“What used to happen was every police agency had a 24-hour waiting period, particularly if it’s a 15- or 16-year old,” Allen said. “They’ll say, ‘Oh well, he probably just ran away. If he doesn’t show up, call us back.’ The waiting period varied — typically, it was 24 to 40 hours.”

Because Mark Seelman was 16, there was no indication of endangerment or foul play, and because he knew Goodwin from working together on a farm, the case likely was viewed as a possible runaway, Allen said.

“This is one of those really difficult missing children’s cases from all sorts of perspectives,” Allen said. “This is a kid who willingly went with a friend to do God knows what.”


‘Not closed in the least’

The latest lead in the case occurred about 2001, Allen said.

A person using Mark Seelman’s name and Social Security number was discovered in Missouri. Investigators determined it was not Mark Seelman, however. Allen said he doesn't know if criminal charges were pursued on the suspect.

“We continue to look for Mark Seelman,” Allen said. “This thing in Missouri is troubling even though it led to a dead end, from our perspective, because our focus is not on identity theft.”

He added, “Mark’s case is not closed in the least.”

Hulihan refused to comment about the Missouri discovery, and said the “investigation is ongoing.”

“We’re now convinced that they are not missing voluntarily,” Hulihan said. “There were rumors for years, sightings all over the country. There has been no confirmed sighting of either one of these individuals.”


Childhood in Remsen

Harley and Dorothy Seelman raised five children, including Mark Seelman, on 142 acres of rural landscape in Remsen. Mark Seelman was the youngest of the brood.

“He wasn’t lonely,” Kerrigan recalls. “I used to take him places. We’d go places all the time.”

The birth mother wasn’t the guardian, but she was very much part of her son’s life.

“He called her mommy and I was Aunt Kathy,” Kerrigan said, referring to Dorothy Seelman. “He was so happy and safe here, too, until …”

Dorothy Seelman, now 71, and her husband, Harley Seelman, plan to create a memorial near a collection of rocks where Mark used to play as a child.

“He liked the big rocks, so we called them Marky’s Rocks,” Dorothy Seelman remembered. “I put flowers around them every year.”

She said conducting a memorial service at the rocks might help her and the family find the closure they seek.

“Yeah, it might,” she said.

Dorothy Seelman remembers the last Mother's Day present she received from Mark Seelman before he went missing.

“He gave me flowers,” she said. “He picked wild flowers and he gave me a card.”

That was the last Mother’s Day she expects to share with her son.

“I know he’s not alive,” she said. “Because if he was, he’d be here."

Also missing in Oneida County is Utica teen Ivory Green. She went missing on March 6, 2004. She was walking home from a friend's house. She was 17. Ever since then her mother Shirlette Green has been hoping for her return and has been supportive of other families with missing loved ones.
