LONG BRANCH — The man may have been Asian or Hispanic. He once stood between 5 feet 10 inches and 6 feet tall, weighed between 130 and 150 pounds, had brown eyes, black hair and two birthmarks on the left side of his face, near his mouth.

He was probably between 20 and 30 years old. He had no tattoos or scars; no signs of surgery or broken bones.

His unclothed body was found around 7:55 a.m. on July 28, 2008, not far from a jetty, on the beach near Madison Avenue in Long Branch.

He had been in the water long enough that his body was decomposing.

What police don't know is how he got there.

Detectives Nick Cattelona and Ben Cruz have spent about 14 months trying to figure it out.

At one point, they were running down five or six tips a day and have probably checked out some 200 over the past year, they said.

Among their theories: He may have been an undocumented city resident who went for a midnight swim; he may have been a stow-away on a ship who tried to swim ashore to enter the country illegally; he may have died aboard a ship and his body was thrown overboard.

""Nothing's been ruled out about how he got here,'' Cattelona said. ""Not everyone is fortunate enough to have family notice if they're missing.''

So the detectives have chased down anonymous e-mail tips and eliminated possible leads from Phoenix and San Diego County.

They traced the currents from last July, when severe offshore storms pummeled the Northeast region, then called the U.S. Coast Guard to ask about a sunken ship but learned authorities had recovered the bodies of all who had died.

The detectives asked the federal Immigration and Customs Enforcement agency to check with port and ship workers for reports of missing men.

They quickly ruled out the possibility that he was one of several swimmers from New York who drowned that month.

They sent messages to other coastal police departments, asking for notification of any reports of clothing washing ashore … because of those rough storm waters, the detectives believe there's a strong possibility that the man lost his clothes in the ocean. No reports ever came in.

Cruz, who speaks both Spanish and Portuguese, has reached out to the city's large immigrant communities to try to garner tips about the man's identity.

The detectives entered the few details they have about him into several national databases for unidentified people.

Last year's autopsy did not reveal any obvious evidence of trauma, said First Assistant Monmouth County Prosecutor Peter E. Warshaw Jr., but he noted that the body was in a state of advanced decomposition.

During the autopsy, the medical examiner took full body x-rays and drew blood, so the man's DNA could be entered into a national DNA database.

The man's fingerprints also were sent to both national and international fingerprint databases, police said.

Police also have dental x-rays to use for comparison purposes. Almost every week, the detectives compare those prints and x-rays to those of missing people, but so far, there have been no matches.

""The Long Branch Police Department has made every effort to identify this body,'' Warshaw said. ""The Long Branch Police Department recognizes the importance of doing everything possible to try to return the body to his family or loved ones. They have made a great effort in that regard.''

The man is one of almost 300 people in New Jersey classified as deceased and unidentified.

As of last month, the 298 individuals on the running total kept by State Police included 22 from Monmouth County and nine from Ocean County, according to State Police Detective Sgt. John Donegan, who works in the missing persons unit.

He said State Police began keeping such records in 1988, but some of the people on that list died years before.

The details about the man found in Long Branch will remain on that roster until he is identified. Sometimes a break in a case can come after months or even years, police said.

On July 25, a father and son who were fishing in a small boat found a body floating in Sandy Hook Bay.

Like Long Branch has done in its case, State Police posted information about that man on various databases. Weeks later, the man's sister came across one of the Web sites and called State Police detectives.

On Sept. 8, that man was positively identified as Joao Miguel DaSilva, 23, of Jamaica, N.Y., State Police Detective Justin Blackwell said.

That's the sort of break for which the Long Branch detectives are hoping. The man found on their beach was someone's son, perhaps someone's brother or husband.

""The important thing here is that we identify this person and hopefully get their remains back to their family,'' Cattelona.

Anyone with information about the case is asked to call police at 732-222-1000. Cattelona's extension is 5327. Cruz can be reached at ext. 5328 and Cpl. Scott Beaver's extension is 5325. Callers can also leave an anonymous message with a dispatcher or call the department's new tip line at 732-775-TIPS (8477).
