Wow! 137 academically ineligible students played anyway. That must be more than 1/2 all student athletes. How did they think they could get away with it?

They did get away with it. No post season ban, mimimal scholarship losses. If this isn't a perfect case of "Lack of Institutional Control" then it does not exist.

The high water mark for ineligible men's basketball players was 6 in 2006-2007.

I don't think they were trying to get away with anything per se. Most of the ineligible cases were technicalities like missing NCAA deadlines re: changing majors. They should be punished for not being on top of things and not doing due diligence over a pretty lengthy period of time, and they changed athletic directors over it, but there's much much worse going on in college athletics than this.
