Dear members of the Libyan General National Congress,

As you all know after the removal of Ghaddaffi from office,we have seen an increase of military groups in Libya.Most of these groups have came into existence to protect the Libyan people from our previous tyrannical leader but since then they have attacked our citizens and created a unstable environment for Libya.I believe there are many answers to this problem,and I will list them for you to vote.Firstly I believe that we must award Libya's military for their valiant effort in protecting their country,so I propose we should 1)Offer them a chance to merge into the National Army,and assume ranks among our generals.Secondly in order to beat these militias we must remove their weapon and money supply.So I will propose 2)We close all weapons trades and purchases in Libya ,and channel all weapons dealings through the government instead..I believe the second choice will act as an national embargo and will decrease the amount of weapon availability in Libya.3)All militia groups that do not merge into our national army,will be listed as terrorist groups,and will be dismantled by the use of our intelligence agency's.Any Militia group that does not merge into our national army will considered harmful to the state of Libya and along with assistance from our allies,we will remove them.Lastly 4)An increase 100,00 police personnel should be present in Libya's biggest cities.Such as Tripoli and Benghazi will keep our cities safer and more militia free.Also we are to arm our police personnel with Bullet vests and Assault rifles.An increase of 250,000 army soldiers are to be placed throughout Libya borders to monitor travelers and any trades that may e going on throughout the borders.
