Fellow Deputies,
I am here, first to announce officially before the Parliament for the resignation of Jyrki Katainen as Prime Minister and leader of the National Coalition. I would like to thank him on behalf of the finnish people for his great service and to express my regret for the decision he took today. *applause* I'm grateful that he shall remain as Member of Parliament and I am sure that he will contribute very much to it with his experience. *applause*

Fellow Deputies,
the National Coalition elected me as it's Chairman and the President has already appointed me as Prime Minister of Finland. It is the greatest priviledge that can come to a Finnish citizen and I'm extraordinarily honored to receive it! But the office comes with very very great responsibility - a responsibility to lead Finland through the very important reforms that immediately ahead and to transform the country to one better, prouder, greater Republic of Finland! *applause* These responsibilities could never be taken and the reforms that await us could never be achieved without the overwhelming support of the Parliament for which I am asking now! No Prime Minister and no Cabinet can efficiently serve the people and their beliefs without this support - this is the reason that I have come here today, not for me, but for the people outside who want to see this Parliament and this Cabinet working and fulfilling perfectly well it's duties and responsibilities. Our side - the Excecutive - is prepared for this task, now is the time that the Legislature proves the same! Thank you! *applause*

Title of Bill: ELECTION REFORM REFERENDUM ACT 2012



BE IT ENACTED BY THE PARLIAMENT OF FINLAND ASSEMBLED,
A Bill to produce a referendum on the questions of Election reform.

A referendum shall be produced on the 1st of February 2012 with the formulation:
“1. The election system for Parliamentary elections in Finland shall be:
(a) Party-list proportional representation
(b) Constituency-based Alternative Vote
(c) Constituency-based First Past The Post”

In case that (a) or (b) or (c) receive 50%+1 of the total votes in the referendum, the same system shall be established for Parliamentary elections in Finland
In case none of those receive 50%+1 of the total votes in the referendum, the Parliament of Finland shall consider the establishment of one of the two systems that has received most of the votes in the referendum

Mr. Speaker,
I am presenting a bill for a referendum on the fundamental question - the election system that this country uses for it's Parliament. For quite a lot of time, I see that we had not had a real leadership, a real Prime Minister who is responsible for his actions, a Prime Minister who has the real power to govern. That is because we are currently using a system that in theory may be great, but in practice is highly damaging this Parliament and it's duties to work for the people outside. It is not easy, it is even impossible, to lead a conviction government, a government that is prepared for tough decisions while you have 5, 6, 7 or more coalition partners - each of them scrutinizing Prime Ministers to get his own policies passed. I believe that the First Past The Post or the Alternative Vote systems are democratic enough to represent the will of the people in thie Parliament while in the same time it gives Governments the strength, so they can really represent the will of the majority, when the majority has a majority in this Parliament. Rather complicated, right? *laugh*

Colleagues,
I don't say that we abolish the current proportional system - no, I say that we give people a chance to reconsider the use of this system by giving them opportunities to choose - it is our duty as their representatives.

Prime Minister's speech:

Fellow deputies or Hon. Members of Parliament,
first of all I am thankful to the Hon. Mr. Kai for his hardworking to present us this legislation. Indeed since I am Prime Minister, only two days yes, there have been no any problems between the coalition partners and I want to assure the Parliament of that! However, I'm more than supportive of the words said by Mr. Kai - no Government and no Prime Minister can have the same determination as it would have under a single party rule or a coalition between two parties. Indeed, I will be more critical of the current system that we use - I entirely disagree on the fundamental basis of it, becasuse the only purpose it has is to divide a community into a million pieces. The real and the most democratic election system for me is the Alternative Vote - a system that usually gives a good majority of the first party - the party that has real support from people - but in the same time it saves the fundamental right of each voter to rank the people who shall represent him. This is the very true ideal of a fair election system.

Mr. Speaker,
I entirely support this Bill and urge all members of this Parliament to do the same! Thank you very much!
