You are right but for some reason they always are. Maybe in the old days which is probably the only way that the geriatric crowd at UBs remembers it being. These days you have to pay to have a death notice in the papers. Sometimes you do it directly and sometimes you pay the funeral home to post it for you. But for people that get buried without all the accompanying flim-flammery or who opt to be cremated or who don't have the money or want to spend the money on such nonsense there is no death notice anymore.
As for social security index, you have to know the exact name that the number was applied for under. There are plenty of people that had their number issued with only their first and middle initial and surname rather than using their full name. Joe's name is also common enough that there are multiple people with that name and/or initials already on the death index.
I still don't comprehend why people give a shit one way or the other. He's either dead or he isn't ... or he have Alzheimer's or dementia and be as good as dead and out of the picture. Does it really matter? He's just a small bit of history one way or the other. He's certainly been out of the picture for a good, long while. The only reason why those dumbasses keep bringing him up is because they need to feel relevant and they are too scared to realize they have their own finite use-by date and that it is fast approaching.
