Australia refuses to allow Westpac to be completely bought out by a foreign nation. Australia will allow Bank of Oceania to purchase 50% of the company if and only if NAB and ANZ each own 25%. Westpac will then become a subsidiary of Bank Of Oceania with 25% stock owned each by NAB and ANZ.

OOC: This in no way is unattainable by the Four Pillar Policy

The shipyard construction has moved ahead smoothly and in great amounts. Sixteen of the thirty-three docks have been completed, as well as all of the ship construction areas (which can construct up to three 15,000 ton ships). Construction rapidly moves ahead, including air and ground bases for up to 100 aircraft and 10,000 soldiers.
