With 21 Million Dollars, 30,000 Soldiers, and a Large Workforce, the Democratic Republic of Congo is about to turn things around.![]() Step 1 : Round Up all Able Bodied, Unmarried and Un-Employed Males. They have Two Choices, Join the Army, or Work in the State Economic Program. Step 2 : Give Basic "Target Practice" to the Males that chose the Military. The Others will be assigned to One of 4 Sectors. * Construction - Building of Houses, Roads, Buildings, Factories - Pay is 50 Cents a Day, Subject to being raised. Payments are at the end of the week. Pay Raises may happen At the end of Each Fiscal Year * Mining - Mining, will work with new Machinery that has been acquired from Ukraine, will begin Developing all Natural Resources that the Democratic Republic of Congo has available. * Factory Work - Will take the Raw Materials, and turn them into goods. * Farming - Will Farm to help sustain the Population of the Nation, and turn it into a Agriculturally Self-Sufficient Nation. A Fifth Sector will begin with Farming Personnel. Logging of 14,000 Square Miles of Land, which will become Farmland for the Country. Farming will be Collective, Each Worker will receive a Plot of land, according to his size, generally around a quarter of a square mile. Enough for him to tend to alone, with his Family. Any Orphan that is found, shall immediately be drafted into the Zaire Youth Corps, a Special Group of Children that will become the Future of the Nation, through Education, Military Training, and Indoctrination. When they turn 18 they will have a choice of continuing service in the regular military, or taking a Civilian Job. ---- Any Rebel, or Rebel Collaborator that is captured will be drafted into these Corps with no Pay for 1 Year, they will still receive Daily Rations, however after a year if their Loyalty is assured, Pay will begin. |

South Africa has begun programs to boost her economy in the long haul and begin to further raise the quality of life. First, South Africa's hundreds of agriculture cooperatives and its small times farming businesses will be reorganized into a hierarchy of agrabusinesses to better coordinate production and increase yields. Irrigation projects including several dams will be built due to the aridity of South Africa's landscape, however this will lead to a massive surplus of food in a country where food is already a net export. The second problem being addressed is the power issue. Nuclear power has already been planned to be placed into the grid to end rolling blackouts and ontop of the nuclear generators the government will be working with Eskom to get up and running sooner, the dams will provide clean hydro-power. Roadways outside major cities as well as utilities will be extended and repaired while the police force and military will be expanded and redeployed to ensure order remains throughout the nation. This will take up most of South Africa's unemployment problem as they will serve in the military or as a laborer. Another prong of this economic assault is the expansion of the mining industry and other private sectors. Controlling inflation and keeping it down will keep lending interest rates down and allow private citizens to expand their businesses. A major health program will be launched to open medical centers across the nation and begin treating the sick, especially HIV/AIDS which has a huge impact on the country. We hope to import medications from larger nations for this project as well as making policies friendly to foreign investment overall. |

We can do this though payment in raw materials is also acceptable. South Africa has declared its three Daphne Class submarines and the 26 Cheetah fighters as well as some older support vehicles will be recommissioned/remain in service to help secure the nation. |

How about we give DeBeers rights to develop our Diamond Mines, however they still have to abide by our Taxes? Is that fair? It increases DeBeers stranglehold on the Diamond Market, and helps us generate electricity. |

Funding is to be doubled on the South African Future Soldier program. Gaining a superior system and equipment for infantry to combat their enemies especially with somewhat technologically inferior neighbors, will put South African forces at a huge advantage. The AH-2 is also being pushed towards production and the Air Force is estatic for Denel to get them in the air. Depending on overseas responses, if no deals can be made, an Olifant II program and a new assault rifle project may be launched with Denel possibly receiving a fighter contract. |
