Due to the capture of North Korea and the unification of Korea, Seoul sought fit to reorder the Administrative Divisions of South Korea. Now including 24 instead of the 16 of South Korea and 13 of North Korea; re-administration of the provinces/regions is needed. Some regions/provinces in North Korea were merged into a larger region. As time progresses, some things may be changed due to development.

Special Cities:
- Capital regions of the nation.
- Contains heaviest development.
- Center of the central government. Seoul being the primary capital.
- Little commercial-government hindrance.

Metropolitan Cities:
- Regions of heavy development.
- Semi-autonomous, acts like a state of Korea.
- Almost no commercial-government hindrance.

Provinces:
- Mainly agriculture and small development.
- Restricted to large corporations unless specified otherwise.
- Connected to central government, autonomy is little to none.

Special Administration Regions:
- Not like the Chinese form in that it allows for free commerce.

America decides that due to the increase in global cost of grain, that corn based ethanol is not a viable alternative fuel source. Algae based ethanol is the new alternative fuel source that America is investing in. Funding has ceased for corn based ethanol and instead been put into algae based ethanol.

The 85 million tons of corn set aside for ethanol research is instead to be sold to nations in need. The corn will be sold for $500 per ton.

The last of the corn has finally sold. A total of $42.5 billion was made from this transaction.

A total of 35 million tons were bought by organizations that is now sending it to nations or regions around the world such as Darfur, Somalia, and Ethiopia to aid the struggle against starvation.

OOC: Gonna assume the Information, and 1 prototype was transferred over already...

IC: Kawasaki Heavy Industries has been immediately tasked with producing a second prototype for use between the two companies, so that each has a working prototype to base all work off of.

Mitsubishi currently houses the Prototype, and is going through test flights. Mitsubishi Design Bureau members are looking into a possible way of adding more weaponry to the Comanche without losing it's Stealth signature.

The Following has been proposed as an amendment to the Constitution to clarify the meaning of Article 9

Amendment 1|Article 9 - A Definition of Terms
 

Seeing a need to clarify the meaning of Belligerency in Article 9, The assembled Diet of Japan has seen fit to Define the Terms of Belligerency, and clarify the Powers of the Japanese Armed Forces.

Belligerency - The Act of being in an Aggressive war for the specific purpose of expansion and territorial Claims.

Belligerency being defined, the following clarifies the acts of the Japanese Armed Forces.

1- Japanese Armed Forces are not allowed to be used for any acts of Belligerency
2- Japanese Armed Forces are allowed to be used in Offensive Wars, in support of a Treaties ally. Forces are however not allowed to be used for any acts of Belligerency, see #1.
3- As per the Right to defend ones nation, Japanese Forces are allowed to be used in the Defense of Japan.


A Vote throughout the Diet has begun this Amendment.

OOC: I don't have a source for this, but I remember debating Alternative Fuel Sources a while back for Forensics, and Algae was one of the options that came up. I remember someone saying that it would take an Algae Farm the Size of Arizona to Fuel the Entire world, not 100% sure if that is true or not, but it might have been the Entire USA.
