*Classified* The designs have been narrowed down to approximately 8, and some changes have also been made in the remaining 8 to make them better. As well, the development team has gone through with informing the rest of the company as to what is going on, and the go-ahead has been given by the leadership. |

The Federated States has begun proposing a series of policy changes that are aimed to improve the quality of life for her citizens and improve the economy. If these measures are accepted: The government will begin pushing the labor system towards an elastic employment. This means workers can be fired and hired on the spot with little to no justification or paperwork, however this also makes finding a new job very easy. With projects spanning the country, this allows labor pools to flow where work is needed and make changing a workforce simple. If you are laid off, there is almost no chance you will be unable to find a new job within a month or two. An optional tenure system may be installed if a position is held for five years or longer. The second aim is the government will regulate prices of domestically produced products within the country. Things produced at home will be regulated to be sold at very low cost making the cost of living go down significantly. This will thereby allow families to live off lower wages and promote foreign companies to set up branches and businesses within the nation while not hurting the islands' quality of life. Once demands within the country are met, remaining products will be sold overseas at full profit and the distribution of sales in and out of the nation will be evenly spread by the amount produced by each manufacturer or grower to ensure equality of opportunity. |

ooc: the only way for your elastic employment to actually work, is to have only very basic application process. if they have to list former employment, then they will be screwed as very few places, regardless of what you are attempting, want to hire someone who has been fired from 2 or more jobs period. also, if there are no reasons having to be given, then any attempt at checking the last place of employment and finding out about the employee will be difficult. this would actually impede any attempt for any job that is not menial labor or like store associate level. anything for manager or foreman or any job that normally requires experience and a steady work history and good references are now thrown out the window. |

OOC: System already works well in Scandinavia, particularly Denmark. http://en.wikipedia.org/wiki/Flexicurity Obviously fired workers get compensation, but I'm already heavily in need of manpower so finding new work is easy and it would be up to the employer to check backgrounds if they want and for a ditch-digger it really wouldn't matter. For a manager, yes they may check for experience and if they were fired recently without a good listed reason, its obviously just falling in line with this new policy and would not hamper their chances of being hired. |

ooc: according to Flexicurity, an important component is employment security. your version is the exact opposite of that. your people can get fired for absolutely no reason. "Denmark’s current low unemployment figures (2.8% in 2008) and its low social exclusion rates, coupled to output growth of over 3% have led the European Union to adopt flexicurity as its leitmotiv in its European Employment Strategy. In particular, Guideline No.21 of the Integrated Guidelines for Growth and Employment for the period 2005-2008 calls on Member States to “…promote flexibility combined with employment security and reduce labour market segmentation, having due regard to the role of the social partners” "an unemployed person is required to constantly seek employment or further education in order to receive full benefits." also, Flexicurity also combines a great social welfare program. "The high benefits and training provision that this system requires also require a higher burden of taxation upon the higher earning members of the society. Denmark currently has the highest total taxation of any country in the world, but the Danes have been consistently ranked as the happiest nation on Earth." yours sound nothing like that whatsoever. |

OOC: Ok, because this has been called into question, I will lay this out. Based Upon Figures of the CIA Factbook, these are my combined expenditures Lybia revenues: $56.35 billion expenditures: $29.12 billion South Africa revenues: $83.85 billion expenditures: $83.3 billion (2008 est.) Ghana revenues: $4.021 billion expenditures: $5.521 billion (2008 est.) Zimbabwe revenues: $153,700 expenditures: $179,300 (2008 est.) Now, if we combine all of that, we get this total budget. Revenues : $144.222537Billion Expenditures: $117.9411793Billion Meaning I have a Surplus of 26.2813577Billion Dollars. Which will now be used in this new revised budget. Ignore the Above Post. IC: New Budget 6.8213577 Billion Dollar Increase in Military Spending 10 Billion Dollar Increase in Debt Payment. 9 Billion Dollar Increase in Economic Investment Total Debts Zimbabwe - 10.96068 Billion Dollars Ghana - 11.7838 Billion Dollars South Africa - 89.8196Billion Dollars Lybia - 3.906Billion Dollars OOC: Meaning, in 11.645 Years I will be completely debt Free. Unless I expand more. allowing for Greater Income, and faster payment, considering my Increase in Economic Investment will also allow for GDP Growth, thus More Available Cash, I can pay the debts off faster, leading to a total faster plan for growth, and debt-freeness. |

The Federated States' projects are mostly in full swing. Educational standards have recorded a swift upward spike in proficiency and standardized test scores have seen noticable progress. It is hoped with the new opening of schools in the Korean Industrial Territory, that these marks will continue to raise. With new educational opportunity in New Zealand and Australia as well, Micronesian children will have a far brighter future and have much more knowledge and skills to give back to their country. The Urban Renewal Plan is also in full swing and has received $20 million extra that was unused from cleaning the nation's beaches. Homes are rennovated as long as contracts promising to maintain its new condition are agreed to and the person who owns the home remains employed. Powerlines are repaired and roads are repaved or paved for the first time if they are dirt. Infrastructure is overhauled as well. Most of Chuuk and Pohnpei have been fully rennovated. The remaining territory of the old FSM will be fixed next before moving onto newly integrated islands. |
