America decides that due to the increase in global cost of grain, that corn based ethanol is not a viable alternative fuel source. Algae based ethanol is the new alternative fuel source that America is investing in. Funding has ceased for corn based ethanol and instead been put into algae based ethanol.

The 85 million tons of corn set aside for ethanol research is instead to be sold to nations in need. The corn will be sold for $500 per ton.

OOC: http://www.technologyreview.com/energy/18138/

America plans on turning 51 million acres of cropland not in rotation (keeping around 80 million of cropland not in rotation still unused) and turning them into algae farms. The farmland will be selected from current farmland that farmers are unable to use to produce traditional crops. This will help not interrupt any harvests currently underway and will not disrupt the main livelihood of the farmers.

This is expected to also help offset more costs for farmers as well due to raising extra money from unused cropland.

As such, within 3 years after the algae production begins, a review will take place about turning the other 80 million unused cropland into algae farms as well as reviewing the subsidies to farmers based on the growth of income gathered from the algae production.

The algae farms are prepared and has begun to grow algae. 10 algal oil refineries are being built.

The Algal refineries are 50% completed.

The refineries are 65% complete.

The refineries are 70% complete.

The refineries are 90% complete.

The refineries are completed.

20 million of the 51 million acres has been turned into man-made lakes. Water once used for the ethanol corn is now being used to fill up the lakes.

The remaining 31 million acres will soon be turned into man-made lakes as well.

The lakes will be left stagnant to allow for optimum algae growth.

Plastic lining will be laid down in all the current lakes. 21 of the other 31 lakes are called off.

The time for the finishing of the lakes is now 4 months instead of two.

The lakes are all now lined and begin to receive water. Two months completion time.

This has now been completed. Algae growth has begun.

The proposition of reform is this:

1) school will be increased by 1 day a week.

2) the school curriculum will be a mix of European and Asian curriculum.

A- At least 3 language will be known by 9th grade. 2 of those languages will be fluent (read, write, speak)

B- Math, English (the class not language), and Sciences will begin earlier. Each level will be dropped a grade level. (i.e. instead of learning 4th grade math in 4th grade, you will learn it in 3rd)

C- Pre-Kindergarten is highly recommended and encouraged and Kindergarten is required. In Pre-K and K, children will begin learning regular school knowledge that was once learned in 1st grade. A second language will begin to be taught in K.

The reformation of the American educational system has begun. It will be completed by the beginning of the Fall school year 2012.

The Bank of Oceania has sold its Phillippine branches to Philligroup. This will be in return for a lifting of the embargo and transfer of the American banks opening to the Bank of Oceania upon construction being completed. The Bank of Oceania will instead be opening branches in Sydney, Melbourne, Canberra, Wellington, and Auckland instead of the Phillippines. In a deal struck with Bank of America, 25% controlling interest of the bank of Oceania will be bought and the bank branches given for free with 10% of Bank of America going to the Bank of Oceania. In the future, the interest will be levelled to 20% for each bank where it will remain. We thank Bank of America for her help.

The US will pump $150 billion into its mining sector. It will focus on gold but will also expand other mines.

This is already beginning to yield fruit as several mines were previously not economically able to continue mining but can now continue to do so. This increases job security and leads to hiring and training of unemployed.

This has brought in an extra $125 billion a year in profits for the companies.

We fail to see how we have overreacted more so than the Philippines themselves. Such a small company could not do that much harm to their economy or any of their plans. The fact that they are making it illegal for FSM businesses to open in their country makes us believe that they have some sort of unnecessary animosity towards the small island nation. If they can't react at a normal scale, then why should we?

Progress on the Pitcairn Islands is moving steadily along as over 1,000 workers are now on the islands building construction projects. An airstrip and a dock have been built near Adamstown and a small schoolhouse and medical clinic are now in operation. Paved roads circle all four islands which also have had small wooden docks placed on them. A wind turbine was placed on each island to replace diesel generators and thirty cars are brought in to use the new roadways.

With new amentities and new accessability, plots of land have been sold for small homes to be built on each of the four islands in the group. Supply ships will be coming in three times as often to ensure the islands can support additional residents.
