What purpose do these cards serve?

TC13 Resurgence of Power
Place a non-character card from your Discard Pile face-down into the Winner's Circle. That card's effect cannot be used. Draw a card.

TS5 Soul Exchange
Count your Discard Pile and shuffle it into your Deck. Discard that number of cards from your Deck. The number of cards discarded in this way cannot be modified or prevented.
You may not shuffle cards from your Discard Pile into your Deck for the rest of the match.

TC13 Resurgence of Power has very little use in any deck. It mostly serves as a "Spend 1 spirit energy, draw a card" effect.

TS5 Soul Exchange is slightly more useful, but not by much. Soul Exchange can allow you to put some cards that are in your discard pile back in to your deck, although there is still a chance of you discarding them again. It's a good card to get cards like Meditation, Energy Release, and Demon Energy scanner back in your deck.

Neither of those cards will ever see much play though, as there's not enough synergy with other cards.

I cannot remember off the top of my head but I remember reading about a nifty combo that could be used with Soul Exchange. If I ever remember I'll post it here.

Angelic Embrace is probably what you're thinking of.
