Power Strike & Using Attacks Twice

Does the effect of Power Strike apply to each and every attack used in a turn?

For example, Suppose I play Power Strike and then use 'Echo' on Hiei, Fearless Hero which then allows me to use 'Echo' once again. Suppose that each attack would do at least two points of damage. Would it then follow that each attack does three points of damage instead due to Power Strike's effect? You might not think this is relevant because a fighter cannot take more than four points of damage anyway, but what if I am fighting a king? Would the king take six damage in total, or just five?

I would argue yes it works for double attacks because this ability floats, but I wouldn't be surprised if it only worked for the first attack.

We need to get Bannelore in here :)

Edit: I would also argue that it only works on 1 attack since Power Strike says if the attack value of your "attack" and not "attacks" this turn. Referring to 1 individual instance of an attack.

Power Strike
 
If the Attack Value of your attack this turn is at least 2 or more times your opponent's character's Defense Value, your opponent's character takes 3 points of damage from the attack instead of 2.
