They gave the SW MS to Orochi, and it really looks as if it should be the other way around. Empress Daji was a character in Chinese history. So it makes sense she'd have the DW/Chinese style musou. She's a decent character. Although she's clearly a boss so at times playing her isn't all that fun.. Sort of like using Igniz in KOF 2001 through arcade mode. She can actually be more overpowered than Orochi if you use her properly.
