They probably just chose him because he's a famous "evil" person, and they needed more real allies for Orochi. If you think about it, nobody except Da Ji actually likes the guy in the first game. Everyone who's fighting for him is either planning to kill him (Cao Pi/Lu Bu), afraid of him (Masamune), or looking for power as always (Dong Zhuo). Everyone except Da Ji and Lu Bu betrays him under the right conditions. Really, he's in desperate need of someone genuinely evil, and not just stupid pig evil (Dong Zhuo), but evil in a pure and cool way.
