Or is he some kind of random famous guy Koei just pulled out of a hat and slapped him into the roster? I guess you could say he is the Sengoku equivalent of Dong Zhuo (at least in pop history) he and his clan used the Emperor/Imperial Court as his puppets to install their own selfish rule before being defeated by the "good" Minamoto. However unlike Dong Zhuo's case I feel Kiyomori and his clan don't deserve the the bad reputation they have, this is simply a case where history really is written by the victors, since the Minamato won the Taira and Kiyomori were branded as traitors, villains etc. just as the Minamoto would of been had the Taira won.
